The Federal Government has taken a decisive step to address the persistent farmers-herders conflicts across Nigeria by declaring open grazing a capital offence nationwide.
Historic Announcement in Adamawa
The landmark declaration was made on Tuesday by the Minister of Livestock Development, Alhaji Mukhtar Maiha, during the inauguration of the 1st National Council on Livestock Development in Yola, Adamawa State.
The minister expressed deep concern over the rising cases of violent crimes resulting from clashes between farmers and cattle herders, noting that these conflicts have led to significant loss of lives, destruction of property, and displacement of thousands of Nigerians.
"Nigerians have been subjected to untold hardships, including the killing of innocent farmers and herders, as a result of open grazing. There is an urgent need to put a stop to this problem," Maiha stated emphatically.
Transition to Modern Ranching
The minister strongly urged cattle breeders to embrace ranching as a safer and more profitable alternative to open grazing. He emphasized that ranching would not only prevent conflicts but also improve the quality and weight of cattle, ultimately leading to better business outcomes for livestock farmers.

Economic Potential of Livestock Sector
Highlighting the significant economic opportunities in the livestock sector, Maiha revealed that the ministry is positioning livestock development as Nigeria's second-largest revenue earner after oil and gas.
The ministry projects generating $74 billion in the next five years, with over $14 billion already realized through ongoing livestock initiatives, according to the minister's statement.
Adamawa State Deputy Governor, Professor Kaleptawa Farauta, who declared the council open, described the state as a hub for livestock production and expressed satisfaction that Adamawa was chosen to host the inaugural National Council on Livestock Development.
The newly inaugurated National Council on Livestock Development comprises all directors of livestock from the 36 states and the Federal Capital Territory (FCT). The council is tasked with overseeing the implementation of policies designed to modernize and expand Nigeria's livestock sector, marking a significant shift in the country's approach to livestock management and conflict resolution.
