Edo State Advances Plans for State-Owned Airline with Federal Support
The Edo State Government has announced ambitious plans to establish a state-owned airline that will operate from Benin Airport, with the aim of boosting economic growth and regional connectivity. This development comes as the Minister of Aviation and Aerospace Development, Festus Keyamo, has established a technical committee to fast-track the necessary approvals and ensure regulatory compliance for the proposed airline.
Governor Okpebholo Seeks Immediate Launch of Aviation Initiative
Governor Monday Okpebholo recently led a delegation of his cabinet members to Abuja, where they met with Minister Keyamo to seek federal support for the aviation project. During the meeting, Governor Okpebholo emphasized the critical role that aviation plays in attracting investment, creating jobs, and revitalizing the state's economy. He expressed a strong desire for the airline to commence operations as soon as possible, stating that "If I have my way, I want this airline to kick off immediately — like tomorrow, even before the election."
The governor highlighted that Edo State needs a robust aviation presence to open up its economy and reposition Benin City as a major transportation hub. He revealed that the state is actively exploring various partnership opportunities, including discussions with South African investors who have shown willingness to supply aircraft for the airline's launch.
Minister Keyamo Establishes Technical Committee for Expedited Process
In response to the Edo State Government's proposal, Minister Festus Keyamo welcomed the initiative, describing it as both timely and visionary. He noted that the aviation ministry has also been engaging with potential investors who have expressed interest in the commercial viability of Benin Airport. The minister recalled the airport's historical significance, pointing out that it once served as a major aviation hub during the era of the now-defunct Okada Air.
To accelerate the process, Minister Keyamo announced the formation of a technical committee that will handle several crucial aspects of the airline's establishment:
- Regulatory compliance with aviation standards
- Coordination between federal and state authorities
- Operational planning and implementation
The minister requested that the Edo State Government nominate a focal person to work directly with the Director of Air Transport Management at the ministry. He expressed confidence that with proper collaboration, Benin Airport should be fully operational between the first and second quarters of this year.

The ministry stated that this initiative aligns with the federal government's broader aviation reform agenda under President Bola Tinubu's Renewed Hope programme. Key objectives of this agenda include:

This development follows recent federal government efforts to modernize Nigeria's aviation infrastructure through public-private partnerships.
