Federal Government Signs Concession Agreement for Akanu Ibiam International Airport in Enugu

The Federal Government of Nigeria has officially signed a concession agreement for the management of Akanu Ibiam International Airport in Enugu, marking a significant step in the modernization of the country's aviation infrastructure through public-private partnerships. This development follows approval by the Federal Executive Council in July 2025 and represents a key milestone in the government's broader aviation reform programme.

Transparent Process and Worker Protections

According to a statement issued by the Ministry of Aviation and Aerospace Development, the agreement was signed with Aero Alliance, the selected concessionaire, after a lengthy and transparent process that began several years ago. The Minister of Aviation and Aerospace Development, Festus Keyamo, emphasized that the concession process involved extensive negotiations with the Federal Airports Authority of Nigeria (FAAN) and consultations with aviation unions to ensure full protection of workers' rights.

Keyamo stressed that airport workers have not been retrenched and their employment conditions remain unchanged, with staff continuing as employees of the federal government and FAAN. This assurance addresses concerns about job security amid the transition to private management.

Operational Details and Future Plans

While the main concession agreement has been finalized, the minister noted that a few operational issues, including security charges and aspects of the airport's financial model, will be resolved in the coming weeks. The agreement is designed to reposition the Enugu airport for improved efficiency, enhanced service delivery, and a better passenger experience, contributing to regional connectivity and Nigeria's aviation competitiveness.

A concession arrangement allows a private operator like Aero Alliance to manage, maintain, and upgrade airport facilities for a specified period, while ownership remains with the government. This model is part of a wider plan to attract private investment and improve airport efficiency across Nigeria, aligning with broader economic reforms.

Broader Aviation Reforms and Context

The concession of the Enugu airport is part of the federal government's ongoing efforts to upgrade airport infrastructure and strengthen the aviation sector. In related developments, FAAN has introduced a cashless payment system, branded "Operations Go Cashless," at major airports including Murtala Muhammed International Airport in Lagos and Nnamdi Azikiwe International Airport in Abuja. This initiative, implemented in partnership with financial technology firm Paystack, aims to replace cash transactions at access gates, car parks, and VIP lounges, further modernizing airport operations.

The signing ceremony was attended by representatives of the Enugu State Government, FAAN, and Aero Alliance, highlighting the collaborative nature of this public-private partnership. As Nigeria continues to pursue aviation reforms, this concession agreement sets a precedent for future infrastructure projects aimed at boosting economic growth and improving service standards in the sector.
