The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has called for the establishment of an integrated West African fuel market to enhance energy security and resilience as supply chains undergo significant shifts. The agency emphasized that regional cooperation is essential to mitigate disruptions and ensure stable fuel supply across member states.
Regional Integration as a Strategic Imperative
Speaking at a regional energy forum, NMDPRA's Chief Executive, Farouk Ahmed, highlighted the need for a unified market framework that would allow seamless movement of petroleum products across borders. He noted that such integration could reduce dependency on external sources and foster economic growth within the region.
According to Ahmed, the current fragmented market structure often leads to inefficiencies, including duplicated infrastructure and uneven pricing. An integrated market would enable countries to leverage their comparative advantages, such as Nigeria's refining capacity, to benefit the entire region.
Shifting Supply Chains and Security Concerns
The call comes amid changing global supply dynamics, including the ongoing transition to cleaner energy and geopolitical tensions that affect traditional trade routes. Ahmed stressed that West African nations must adapt by strengthening regional value chains and investing in local refining and storage facilities.
He also underscored the importance of harmonizing regulatory standards and customs procedures to facilitate cross-border trade. "By working together, we can create a more resilient energy system that withstands external shocks," Ahmed stated.
Potential Benefits and Next Steps
An integrated market could lead to lower fuel prices, improved supply reliability, and increased investment in the region's energy sector. It would also support the African Continental Free Trade Area (AfCFTA) objectives by promoting intra-African trade.
NMDPRA plans to engage with regional bodies such as ECOWAS and the African Petroleum Producers Organization to advance the initiative. The agency will also collaborate with national regulators to develop a roadmap for implementation, including pilot projects and phased integration.
