The Imo State Government has taken a significant step toward establishing a new modular refinery by securing 30.6 hectares of land in Umudibie, Nekede, located within Owerri West Local Government Area.

Land Acquisition Details and Legal Framework

Prince Eze Ugochukwu, Special Adviser to the governor on Public Enlightenment, confirmed the development to The Guardian on Monday afternoon. He revealed that Dr. Uzodinma Bob Odidika, the Surveyor General of Imo State, completed the necessary notification procedures last week.

The acquisition process follows the Land Use Act of 1978, specifically Sections 28 and 29, which allows for land acquisition for overriding public interest. The government has urged affected landowners in Umudibie and surrounding areas to cooperate with the process.

Survey Exercise and Documentation Requirements

According to an earlier advertorial published on September 18, 2025, by the Ministry of Lands, Survey, and Physical Planning, the survey exercise commenced on Friday, November 14, 2025 and will continue until Wednesday, November 19, 2025.

All landowners and property owners within the affected area have been instructed to appear during the exercise with verifiable landmarks and original ownership documents to substantiate their claims. The governor's aide emphasized that no amendments or extensions to the scheduled dates will be entertained.

The public notice was officially signed by Surv. Dr. Uzodinma Bob Odidika on behalf of Governor Hope Uzodimma.

Economic Benefits and Community Impact

Upon completion, the new modular refinery under the Iheoma Marginal Field project is expected to deliver substantial economic benefits to Imo State and its residents.

The project promises to boost local refining capacity, create hundreds of direct and indirect jobs, increase internally generated revenue, and further position Imo State as a key player in Nigeria's downstream oil and gas sector.

Prince Ugochukwu appealed to residents and stakeholders in Nekede and surrounding communities to cooperate fully with survey officials to ensure a smooth and transparent process that will benefit the entire state.
