Ontario has officially activated its new route to permanent residence for foreign workers. The Ontario Workforce Priority Stream (OWPS), part of the Ontario Immigrant Nominee Program (OINP), opened to eligible foreign nationals on August 4, 2026. This new stream offers three distinct pathways: higher-skilled workers, lower-skilled workers, and self-employed physicians. Candidates must register an Expression of Interest (EOI) through Ontario's e-Filing Portal, linked to a qualifying job offer from an eligible Ontario employer.
How the Ontario Workforce Priority Stream Works
The OINP announced the launch on its program updates page, as reported by CanaVisa. Foreign nationals can now submit an EOI, which must be associated with a job offer entered by an employer via the OINP's Employer Portal. The OWPS, first announced on June 26, 2026, became operational only after the portal opened on August 4. Before that date, no nominations could be processed under this stream.
The three pathways under OWPS are designed to address Ontario's labour market needs. The higher-skilled worker pathway targets professionals in occupations requiring advanced education or training. The lower-skilled worker pathway covers essential occupations that often face shortages. The self-employed physician pathway is unique, allowing doctors registered to practise in Ontario and eligible to bill under the Ontario Health Insurance Plan (OHIP) to apply. Physicians must first submit a webform to the OINP before creating an EOI.
Points-Based Ranking and Invitation Process
Ontario will periodically draw from the pool of candidates with active EOIs. A points-based scoring system, published on July 20, 2026, ranks candidates based on factors such as age, education, work experience, and language proficiency. EOIs remain valid for up to 12 months. Candidates who do not receive an invitation within this period must submit a new EOI to stay in the pool.
Once invited, candidates have 17 calendar days to submit a complete application. For job offer candidates, the employer must separately apply for approval of the employment position within 14 calendar days of the invitation being issued. This condition is crucial for the candidate's application to proceed.
Support for Nominees and Faster Processing
Nominees under the job offer category receive a provincial support letter upon nomination. This letter enables them to apply to the federal government for a work permit. Higher-skilled candidates and self-employed physicians may qualify for faster permanent residence processing through Express Entry, under the Enhanced Provincial Nominee Program. This streamlined approach reduces processing times significantly.
According to immigration experts, the OWPS is a significant step in Ontario's efforts to attract global talent. "This stream provides a clear and efficient pathway for workers who are essential to Ontario's economy," said a spokesperson for the OINP.
Ontario's Broader Immigration Overhaul
The OWPS is the first stream to launch under the first phase of a comprehensive overhaul of the OINP, proposed in December 2025. Ontario had wound down all its previous immigration pathways on May 30, 2026, without immediate replacements. The second phase, planned for later, will introduce three additional streams: a priority healthcare worker stream, an entrepreneur stream, and an exceptional talent stream targeting academics, innovators, scientists, technologists, and artists. Full eligibility details and launch dates for these streams have not yet been announced.
Applicants who submitted under the old streams before May 30, 2026, will have their applications assessed under the criteria in effect at the time of submission. This ensures fairness and continuity for those already in the pipeline.
Context: Canada's Immigration Landscape in 2026
Canada has been actively expanding its immigration pathways. Earlier in 2026, the federal government identified eight high-growth companies eligible to sponsor skilled foreign professionals through a special work permit pathway. This initiative simplifies hiring for international workers in sectors like AI, healthcare, and legal technology.
