A Federal High Court in Abuja has ordered the final forfeiture of N941 million recovered from ghost workers in the Integrated Payroll and Personnel Information System (IPPIS) fraud case. The ruling, delivered by Justice Inyang Ekwo, marks a major milestone in the government's fight against payroll fraud and corruption in the public service.
Details of the Court Ruling
Justice Ekwo granted the final forfeiture order following an application by the Independent Corrupt Practices and Other Related Offences Commission (ICPC). The funds, which were traced to several bank accounts, were identified as proceeds of illegal payroll manipulations involving ghost workers. According to the ICPC, the money was recovered through extensive investigations and collaborations with financial institutions.
The court had earlier issued an interim forfeiture order, which required the ICPC to publish a notice for any interested parties to show cause why the funds should not be permanently forfeited to the federal government. After no valid claims were made, the court proceeded to finalize the forfeiture.
Impact of the IPPIS Fraud
The IPPIS system was introduced by the federal government to eliminate ghost workers and streamline payroll management in the public sector. However, loopholes in the system have been exploited by corrupt officials to siphon public funds. The ICPC estimates that over N200 billion has been lost to payroll fraud in the past decade, with ghost workers accounting for a significant portion.
This forfeiture is one of the largest single recoveries from the IPPIS fraud. The funds will be remitted to the Consolidated Revenue Fund of the Federation, as directed by the court. The ICPC has vowed to continue its crackdown on payroll fraud, warning that more arrests and recoveries are imminent.
Government's Anti-Corruption Efforts
The ruling has been hailed by anti-corruption advocates as a testament to the effectiveness of the legal system in tackling corruption. The ICPC spokesperson, Azuka Ogugua, stated: "This judgment sends a strong message that no one can steal public funds with impunity. We are committed to ensuring that every kobo stolen from the treasury is recovered and the perpetrators brought to justice."
The federal government has also announced plans to strengthen the IPPIS system with enhanced security features and regular audits to prevent future fraud. In addition, a special task force has been established to identify and prosecute ghost workers and their accomplices across all ministries, departments, and agencies.
