The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has exonerated President Bola Tinubu's Chief of Staff, Femi Gbajabiamila, in the fake Presidential Foreign Investment Promotion Council (PFIPC) scandal, while recommending the immediate prosecution of Adeniyi Adeyemi Matthew. The commission presented its interim findings to President Tinubu on Thursday, August 6, 2026, at the Aso Rock Presidential Villa.
Investigation Findings
ICPC Chairman Musa Adamu, SAN, disclosed that the investigation confirmed Adeyemi was never appointed by the Federal Government. The PFIPC, which also appeared in some documents as the Presidential Foreign Intervention Promotion Council, was never created by any law, executive order, or valid government instrument.
Adamu stated this while addressing State House correspondents following the briefing with President Tinubu. He emphasized that the commission's forensic examination of documents confirmed that Gbajabiamila's signature on the appointment letters paraded by Adeyemi was completely forged.
Gbajabiamila's Cooperation
Prior to the submission of the interim report, Gbajabiamila voluntarily honoured an invitation by the ICPC, cooperating fully with investigators. He provided a statement and answered all questions regarding the matter, demonstrating transparency throughout the probe.
The forensic analysis by law enforcement agencies played a crucial role in clearing Gbajabiamila, as it conclusively proved the forgery of his signature. This development effectively ends any speculation about his involvement in the scandal.
Prosecution Recommendation
The ICPC has recommended the immediate prosecution of Adeniyi Adeyemi Matthew, who allegedly operated the fake council. According to Adamu, Adeyemi's actions constituted a clear case of impersonation and fraud, warranting legal action.
