Nigeria Adopts Unified National Framework for Humanitarian and Poverty Response
The Federal Government of Nigeria, in collaboration with key development partners, has formally adopted a unified national framework designed to coordinate humanitarian action, social protection, and poverty reduction initiatives across the country. This strategic move aims to address systemic inefficiencies that have long plagued relief efforts and development programs in Nigeria.
Introducing the One Humanitarian – One Poverty Response System (OHOPRS)
The newly adopted framework, code-named “One Humanitarian – One Poverty Response System (OHOPRS)”, represents a comprehensive approach to integrating humanitarian assistance, social protection, and development programming into a single, cohesive national system. The announcement was made by the Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard Foro, following a four-day national technical workshop on OHOPRS, which was organized with support from development partners, including International Alert.
Dr. Foro emphasized that OHOPRS is not a standalone program but rather a national operating system intended to streamline interventions and ensure a smooth transition from short-term relief to long-term self-reliance for beneficiaries. “This unified strategy marks a major step in reforming humanitarian interventions and reducing poverty at scale,” he stated, highlighting the framework's potential to transform how aid is delivered and managed in Nigeria.
Addressing Fragmentation and Inefficiency
The minister pointed out that the new framework will tackle longstanding challenges of fragmentation, duplication, and lack of coordination that have hindered effective humanitarian response and poverty reduction efforts in Nigeria. Findings from field engagements, particularly in the North-East region, revealed that many beneficiaries remain trapped in cycles of intermittent support without achieving sustainable progress, underscoring the urgent need for systemic reform.
“Continued inaction would perpetuate inefficiencies,” Dr. Foro warned, stressing that uncoordinated interventions have led to repeated efforts, resource wastage, and persistent vulnerability among affected communities. He called for immediate action to prevent further setbacks in the fight against poverty and humanitarian crises.
Key Components of the OHOPRS Framework
Under the OHOPRS framework, the government plans to implement several critical components to enhance accountability and efficiency:
- Unified National Coordination System: A centralized mechanism to oversee all humanitarian and poverty reduction activities.
- Integrated Beneficiary Registry: A comprehensive database to track and manage beneficiaries across various programs.
- Pooled Financing Structure: A consolidated funding approach to improve resource allocation and reduce wastage.
- Shift to Measurable Outcomes: Moving from intervention-based delivery to focusing on measurable poverty exit outcomes.
- Real-Time Monitoring and Accountability Mechanisms: Deploying advanced tools to track progress and ensure transparency.
Additionally, the framework will operate a “Ladder of Progress” model, which includes:
- Identifying beneficiaries through the National Social Register.
- Tracking interventions via a unified database.
- Supporting graduation from poverty through structured pathways.
- Sustaining resilience through growth-focused initiatives.
Call for Collaboration and Alignment
Dr. Foro called for alignment and collaboration among a wide range of stakeholders to ensure the effective implementation of OHOPRS. This includes Ministries, Departments and Agencies (MDAs), state and local governments, development partners, the private sector, civil society, and non-governmental organizations. He emphasized that poverty reduction remains a critical pillar of national security, reaffirming the government's commitment to transitioning Nigerians from survival to sustainable livelihoods.
“We must work together to break the cycle of poverty and build a more resilient Nigeria,” he urged, highlighting the collective effort required to achieve the framework's goals. The adoption of OHOPRS is seen as a pivotal moment in Nigeria's ongoing efforts to address humanitarian needs and reduce poverty, with hopes that it will lead to more coordinated, efficient, and impactful outcomes for vulnerable populations across the nation.
