Nigeria and ILO Deepen Partnership to Advance Decent Work and Labor Governance

The Federal Government of Nigeria and the International Labour Organisation (ILO) are intensifying their collaborative efforts to promote decent work, social justice, and effective labor governance across the nation. This renewed commitment was highlighted during a coordination meeting held in Abuja, as announced by Dr. Salihu Usman, the Permanent Secretary of the Federal Ministry of Labour and Employment.

Strengthening Long-Standing Collaboration

Dr. Usman emphasized that the enduring partnership between Nigeria and the ILO has consistently supported the country's initiatives in advancing decent work, improving occupational safety and health, fostering social dialogue, strengthening labor administration, and enhancing the application of international labor standards. He noted that joint initiatives between the ministry and the ILO have yielded positive outcomes in addressing various labor-related issues, despite a temporary hiatus in coordination meetings due to administrative challenges. The ministry has taken deliberate steps to resume these meetings, recognizing their strategic importance in aligning efforts with national and international objectives.

Addressing Key Labor Sector Challenges

During the meeting, Dr. Usman disclosed several pressing challenges facing Nigeria's labor sector, including:

  • Skill shortages in the workforce
  • Expansion of the informal economy
  • Labor migration management
  • Workplace safety concerns
  • The need to strengthen social protection systems while combating child labor

He stressed that overcoming these issues requires robust institutions, coherent policies, and effective technical collaboration with development partners such as the ILO. The coordination meeting aims to enable professional departments within the ministry to harmonize their work with the ILO's country program priorities, ensuring alignment with national development goals and international obligations.

Enhancing Coordination and Implementation

Dr. Usman added that this engagement will improve coordination between the ministry and the ILO Abuja Country Office, reduce duplication of efforts, enhance information sharing, and help develop practical roadmaps with clearly defined responsibilities and timelines. In her remarks, ILO Country Director Vanessa Phala reaffirmed the organization's commitment to strengthening collaboration through policy alignment that promotes decent work, strengthens labor standards, and supports sustainable employment initiatives.

Aligning with National Priorities

Phala highlighted that regular engagement between the ministry and the ILO is critical for ensuring effective implementation of joint programs and addressing emerging challenges in the labor sector. She explained that technical collaboration meetings provide opportunities for both sides to update each other on ongoing programs, address implementation hurdles, and ensure activities remain aligned with Nigeria's development priorities, including the renewed hope agenda under President Bola Ahmed Tinubu's leadership.

She stated, "We have to make sure that what we are doing continues to be aligned with the ministry's priority as well as the government's priority under the leadership of President Bola Ahmed Tinubu, especially as it relates to the renewed hope agenda. So we need to make sure that as we are speeding with our train, we don't lose track of the priorities on the ground and this forum serves to check with one another that we are still on the right track."

Phala further emphasized that the ILO's work should be reflected in the ministry's program of work to ensure seamless coordination and implementation. The ILO will continue to provide technical assistance and capacity-building programs to support the ministry in addressing emerging labor challenges and protecting vulnerable workers across Nigeria.
