National Security Adviser Nuhu Ribadu received a high-level United States delegation led by Frank Garcia, the newly confirmed Assistant Secretary of State for African Affairs, in Abuja on Monday, July 13, 2026. The meeting marked Garcia's first official visit to Nigeria since assuming office on June 1, 2026, ending a vacancy of over a year in the Africa portfolio that had been filled by acting officials.

Garcia's West Africa Tour Includes Côte d'Ivoire and Mali

Garcia's Abuja visit is part of a broader West Africa tour scheduled from July 11 to 18, 2026, which also includes stops in Côte d'Ivoire and Mali. Garcia's Background: 28 Years in US Navy, Intelligence Experience

Frank Garcia brings substantial defence and intelligence experience to his role. He spent 28 years in the US Navy before transitioning to Capitol Hill, where he served as a senior adviser to the chairman of the House Permanent Select Committee on Intelligence and as staff director for the Defence Intelligence and Overhead Architecture Subcommittee. His confirmation to the State Department post was widely seen as significant given the prolonged absence of a confirmed official in the Africa bureau.

Joint Working Group Focuses on Counterterrorism and Regional Stability

The Nigeria-US Joint Working Group, referenced by Ribadu, serves as a structured bilateral mechanism for coordinating on shared security concerns, including counterterrorism and regional stability in West Africa. The meeting reviewed progress under this framework and reaffirmed both countries' commitment to deeper security cooperation.

Previous High-Level Engagements: UK Envoy and US VP

This meeting follows other high-level diplomatic engagements involving Ribadu. Earlier, UK Special Envoy David Smith discussed Nigeria's security challenges with the NSA, emphasizing the importance of Nigerian-led progress for freedom of religion and national cohesion. Additionally, Ribadu held counterterrorism talks with US Vice President JD Vance and Secretary of State Marco Rubio, strengthening intelligence-sharing and military cooperation against Boko Haram and ISIS-linked threats. President Bola Ahmed Tinubu appreciated continued US training and intelligence support for Nigerian security operations.
