FCSC Seeks Buy-In for Strategic Plan at Workshop

The Chairman of the Federal Civil Service Commission (FCSC), Prof. Tunji Olaopa, will lead commissioners and other officials today in Abuja for an implementation workshop aimed at securing stakeholder buy-in for the commission's strategic plan.

Background of Reform Efforts

Since the inauguration of the 10th FCSC in December 2023, the commission has undertaken various initiatives to transform itself into a modern organization capable of delivering its constitutional mandate effectively, efficiently, and transparently. These efforts align with President Bola Tinubu's directive to facilitate the transformation, reorientation, and digitization of the federal bureaucracy, enabling growth and enhancing private sector participation in Nigeria's economy under the Renewed Hope agenda.

The first phase of reform was the Repositioning Plan developed in early 2024, which recorded implementation achievements. Subsequently, a more comprehensive project to develop the FCSC Strategic Plan 2026-2030 was concluded in December 2025.

Current Status and Workshop Objectives

A memorandum has been submitted to the Federal Executive Council seeking approval of the Strategic Plan's main elements and resources for its implementation. The implementation phase is critical for translating strategic priorities into measurable outcomes that strengthen the commission's mandate, enhance operational efficiency, modernize service delivery, and improve public confidence in civil service management.

The workshop brings together internal stakeholders, including commissioners, directors, senior officers, and union leaders, to build a shared understanding of the strategic plan and validate implementation priorities and actionable milestones for 2026 and 2027. It serves as a platform to align all internal stakeholders around a practical roadmap for delivery, accountability, monitoring, and continuous improvement.

Key objectives include deepening participants' understanding of the FCSC Strategic Plan 2026-2030 initiatives, programs, and projects; reviewing the implementation roadmap and translating the plan into actionable and SMART outcomes; identifying critical enablers for effective implementation and sustainability; enabling internal stakeholders to better understand and contribute to the implementation plan; and securing FCSC leadership buy-in, commitment, and ownership of the emerging plan.
