The Federal Government has reiterated its dedication to advancing result-based management and fiscal accountability across Nigeria.
Commitment to Strengthening Institutional Capacity
Dr. Deborah Odoh, Permanent Secretary of the Federal Ministry of Budget and Economic Planning, made this known while opening the Planning, Monitoring and Evaluation and Results-Based Management Capacity Development Workshop – Cohort 2 MDAs Rollout in Abuja. She emphasized the ministry's resolve to bolster institutional capacity throughout the government, ensuring that public policies and programs deliver measurable and sustainable results for all citizens.
Critical Timing for National Development Plan
Odoh noted that the workshop occurs at a pivotal moment as the ministry finalizes the Medium-Term National Development Plan (2026–2030). She stressed that successful implementation of the plan hinges on the strength of planning systems and the robustness of ministries, departments, and agencies (MDAs) tasked with translating policy objectives into tangible development outcomes.
She described planning, monitoring, and evaluation as instruments of governance, not merely technical functions. These elements provide a framework for evidence-based decision-making, policy coherence, resource efficiency, and institutional capacity to effectively track and assess government priority programs.
Call for Collective Ownership
Odoh urged participants to give their best, as their role is strategic in converting policy into measurable results that directly impact national development. She assured attendees that the ministry would continue leading efforts to strengthen the national monitoring and evaluation system in line with the National Monitoring and Evaluation Policy. However, she cautioned that the effectiveness of these efforts depends on collective ownership and sustained commitment across all MDAs, noting that strong systems are built not only on sound frameworks but also on the competence, dedication, and professionalism of those who implement them.
Support from International Partners
Mahesh Mishra, Economic Councillor of the British High Commission in Abuja, affirmed the commission's support for Nigeria's fiscal reform agenda through strategic capacity-building initiatives aimed at strengthening evidence-based budgeting and public financial management.
Chinedum Nwoko, Team Lead of the Nigeria Public Finance Facility (NPFF), highlighted that a robust monitoring and evaluation system enhances policy credibility, improves implementation discipline, supports transparency and accountability, deepens institutional learning, and helps the government make informed decisions under fiscal constraints and competing national priorities.
