Key Eligibility Requirements
According to the NRD, applicants must satisfy all of the following conditions:
- Applicants must appear in person before the Registrar of Citizens when submitting their application.
- Applicants must be at least 21 years of age on the date of application submission.
- They must have resided in Malaysia for a total of no less than 10 years within the 12 years immediately preceding the application date, including the 12 months just before the application.
- Applicants must intend to reside permanently in Malaysia.
- They must be of good behaviour.
- Applicants must have sufficient knowledge of the Malay language.
- They must be sponsored by two supporters who are Malaysian citizens aged 21 and above, have no family ties to the applicant, and are not employees, advocates, or solicitors connected to the applicant.
- Applicants must complete Form C and attach copies of all required supporting documents.
Residency and Language Requirements
The residency requirement is one of the most stringent: applicants must have lived in the country for at least 10 out of the last 12 years, with the most recent 12 months of continuous residence just before applying. This ensures that only those with deep ties to Malaysia are considered. Additionally, the language requirement mandates a working knowledge of Malay, the national language, demonstrating integration into Malaysian society.
Sponsorship Conditions
The sponsor requirement is particularly strict. Sponsors must be unrelated to the applicant, cannot be employees, lawyers, or solicitors connected to the applicant, and must themselves be Malaysian citizens over 21. This is designed to verify the applicant's character and connection to the community through independent referees.
Visa-Free Entry for 51 Countries

These nationals can enter Malaysia without needing a Visa With Reference, which is generally required for purposes such as study, work, or other activities.
