Norway has officially published the seven requirements that immigrants must satisfy before they can apply for Norwegian citizenship. The conditions are outlined in the Norwegian Nationality Act and Nationality Regulations, which together form the legal basis for acquiring citizenship in the Scandinavian country. The law defines nationality as a formalisation of the social contract between the state and its citizens, and most immigrants seeking to become Norwegian nationals must go through a structured application process.
Residency and Identity Conditions
To be eligible for citizenship, applicants must first establish a clear and verified identity. They must be at least 12 years old and be living in Norway with an intention to remain permanently. A key prerequisite is holding a permanent residence permit under Norway's Immigration Act, or at least qualifying for one at the time of application. Regarding residency duration, applicants generally need to have spent at least eight of the past 11 years in Norway. However, those who can document sufficient income over the previous year are only required to show six years of residence within the last ten years.
Language and Legal Requirements
Norway also demands that applicants demonstrate proficiency in spoken Norwegian at an acceptable level and pass the official citizenship test. Additionally, candidates must have a clean criminal record. If an applicant has previously been convicted of or sanctioned for a criminal offence, they must serve a mandatory waiting period before their citizenship application can be considered. The waiting period varies depending on the severity of the offence.
Exemptions and Loss of Citizenship
The Norwegian Nationality Act does not apply a uniform standard to all applicants. It provides for exemptions from one or more of the main conditions for specific groups, though the law does not detail which groups are eligible in its general overview. The same legal framework also governs how Norwegian nationality can be lost, making it a comprehensive document that covers both the acquisition and termination of citizenship. According to the Norwegian government, these rules ensure that citizenship is granted only to those who meet the social and legal expectations of integration.
