Qatar's Ministry of Justice has published regulations under Law Decree No. 21 of 1989 that restrict certain categories of Qatari citizens from marrying foreign nationals, effective in 2026. The law, as publicised by the ministry, explicitly bars six groups unless the prospective spouse holds citizenship of a Gulf Cooperation Council (GCC) member state.
Six Categories Affected
According to the amended Article 1 of the decree, the following Qatari citizens cannot marry a foreign national unless that person is a GCC citizen:
- Ministers and Deputy Ministers.
- Heads of boards of institutions and public bodies, and their deputies.
- Diplomatic staff and the consular corps.
- Officers, non-commissioned officers, and members of the Armed Forces, Police, and other security agencies — subject to approval from the Minister of Defence, the Minister of the Interior, or the relevant head of security, except where the prospective wife falls under categories described in Article 3(b) of the law.
- Students on government scholarships studying abroad, as well as those funding their own studies overseas.
- Any additional public offices or functions that the Council of Ministers may designate in the public interest.
Exemptions and Exceptions
The law provides two main routes for exemptions. First, the Council of Ministers may expand the list of affected categories if public interest demands. Second, the Emir retains discretionary authority to exempt any Qatari citizen already married to a foreign national from the prohibition, provided that the public interest justifies it. The decree does not specify penalties for violations but stresses that the prohibition is absolute for listed categories outside these exemption processes.
It is important to note that GCC citizens are not subject to these restrictions, reflecting the special status of inter-Gulf marriages.
Visa-Free Entry for GCC Citizens
In a related policy, Qatar has previously announced a visa-free entry scheme applicable exclusively to nationals of GCC member states. All other nationalities must obtain a visa before or upon arrival, depending on their country of origin and applicable entry arrangements.
