Governor Bassey Otu of Cross River State has officially enacted the state's financial plan for the 2026 fiscal year, signing the Appropriation Bill into law. The ceremony, held at the Government House in Calabar on 25 December 2025, marks a pivotal step in the administration's agenda for the state's development.

A Blueprint for Transformation and Prosperity

Governor Otu, while appending his signature to the document, characterized the budget as far more than a mere financial document. He described it as "a statement of purpose and a solemn commitment to social stability, inclusion and shared prosperity" for the people of Cross River State. The governor emphasized that the N961 billion budget was meticulously designed to tackle present challenges while establishing a robust foundation for sustainable, long-term economic growth.

"This budget is our blueprint for economic transformation, social protection, and the delivery of tangible dividends of democracy to our people," Otu stated. He expressed gratitude to the Cross River State House of Assembly for their "diligence, transparency and patriotism" during the legislative process, highlighting that inclusive consultations were a hallmark of the budget's preparation.

Capital Projects and Human Development Take Centre Stage

The 2026 budget demonstrates a strong bias towards capital expenditure, with substantial allocations directed at critical sectors. Governor Otu outlined key investment areas designed to stimulate the state's economy and improve living standards.

Infrastructure development is a major priority, with funds earmarked for roads, bridges, urban renewal, and enhancing rural connectivity. "We are unlocking new economic opportunities across our cities and communities," the governor affirmed.

In education, the administration plans to upgrade learning infrastructure, invest in teacher development, and improve educational outcomes to better prepare the youth. The healthcare sector will see expansions in medical facilities and strengthened social safety nets. "No one will be left behind as we empower citizens and protect the most vulnerable among us," Otu assured.

Legislative Scrutiny and Collaborative Governance

The Speaker of the Cross River State House of Assembly, Rt. Hon. Elvert Ayamben, who was present at the signing alongside members of the House Committee on Finance and Appropriation, detailed the legislature's role. He stated that the Assembly conducted a rigorous, open review of the budget to ensure it served the public interest and provided adequately for institutional strengthening and security.

"This strong capital orientation will drive prosperity across the state. Every allocation reflects the needs and aspirations of our people," Speaker Ayamben remarked. Both leaders also underscored commitments to women's and youth empowerment through targeted programs in skills acquisition, entrepreneurship, and sports development.

Concluding the event, Governor Otu reaffirmed his administration's dedication to working hand-in-hand with the legislature. "Together, we shall advance financial harmony, accountability, and effective service delivery. Together, we will deliver on the promise of greatness for Cross River State," he declared.
