Nigeria has emerged as the top-ranked African nation in the 2025 Global Responsible AI Index, securing the 38th position worldwide with a score of 39.1 out of 100. The index, published by the Centre for AI and Digital Policy (CAIDP), evaluates countries on their commitment to ethical AI governance, transparency, and human rights protections.

Nigeria’s Performance and Ranking

The 2025 index assessed 47 countries, including 10 from Africa. Nigeria’s score of 39.1 placed it ahead of other African nations such as South Africa (40th, 37.9), Ghana (43rd, 32.2), and Kenya (44th, 30.6). Globally, the top three spots were held by Canada (1st, 79.9), the United States (2nd, 76.2), and Germany (3rd, 72.5). Nigeria’s ranking reflects its progress in developing AI policies, though significant gaps remain in enforcement and accountability.

Methodology and Key Indicators

The CAIDP index evaluates countries based on 27 indicators grouped into seven categories: AI policy and governance, transparency, accountability, human rights, labor rights, consumer protection, and international cooperation. Nigeria scored highest in AI policy and governance (45.0) but lowest in transparency (25.0) and accountability (30.0). According to the report, “Nigeria has made notable strides in establishing a national AI strategy, but implementation and public oversight mechanisms are still weak.”

Government Response and Initiatives

In response to the ranking, Nigeria’s Minister of Communications and Digital Economy, Dr. Isa Pantami, stated, “This recognition is a testament to our commitment to responsible AI development. We will continue to strengthen our policies and ensure that AI serves the public interest.” The government has launched several initiatives, including the National AI Strategy and the AI Innovation Hub, to foster ethical AI adoption.

Challenges and Areas for Improvement

Despite the top ranking in Africa, Nigeria faces challenges in AI transparency and accountability. A 2024 survey by the Nigerian AI Research Group found that only 23% of AI systems in the country are subject to independent audits. Civil society organizations have called for stronger data protection laws and independent oversight bodies. “Nigeria must move beyond policy formulation to ensure that AI systems are transparent and accountable to citizens,” said Dr. Adebayo Ogunleye, a researcher at the University of Lagos.

Implications for Nigeria’s Tech Ecosystem

Nigeria’s ranking could boost investor confidence in its tech sector, which attracted over $1.2 billion in venture capital funding in 2024. However, experts warn that without robust enforcement, the country risks falling behind. The CAIDP report recommends that Nigeria establish an independent AI ethics board and mandate impact assessments for high-risk AI applications.
