CBN Invites Bids for Construction, Consultancy Projects in 2026

The Central Bank of Nigeria (CBN) has called for Expressions of Interest (EOI) from eligible contractors, consultants, and suppliers for a wide range of construction, consultancy, ICT, and security-related projects as part of its 2026 procurement programme.

CBN Opens Bidding for Infrastructure and Security Upgrades

The notification, published on the apex bank's website and obtained on Friday, May 22, disclosed that the exercise aims to enhance the operations of the monetary and financial system, modernise infrastructure, and improve service delivery at its various offices across the country.

The CBN stated that funds have been set aside for projects spanning infrastructure upgrades, digitisation, cybersecurity, AI governance, trade finance systems, and facility improvements at its Headquarters in Abuja and offices in Lagos, Kano, and Port Harcourt.

Scope of Procurement

There are three categories for the procurement process: Works, Consultancy Services, and Goods/Security Services.

Works Category

In the works category, the CBN aims to remodel its Service Centre, Contact Centre, and IT diagnostic workspace. It will also focus on building the infrastructure for the Innovation Centre for the financial system.

Consultancy Services Category

For consultancy services, the bank seeks expertise in several projects: development of the Innovation Centre framework, harmonisation and restructuring of data, implementation of ISO 42001 (AI Management System), an AI governance framework for the financial system, open banking implementation support, trade and organisational restructuring advisory, virtualisation of its Currency Museum, and quality assurance of its internal audit services.

IT and Non-Consultancy Categories

For IT and non-consultancy categories, the CBN aims to upgrade its core banking platform from Temenos T24 Release 20 to Release 25, improve internet banking systems, enable automation for trade finance systems, and install enterprise observability, FinOps tools, and cybersecurity infrastructure.

Additionally, the CBN seeks to optimise cross-border payments via ISO 20022, execute a PostgreSQL database migration, automate disaster recovery, and optimise middleware. It also plans to install anti-ransomware air gap backup systems.

Security and Equipment Upgrades

For security and equipment upgrades, five fire trucks are expected to be acquired, along with deployment and upgrade of CCTV systems and enhanced physical security systems across its facilities.

Eligibility and Deadlines

To be eligible for the tender, firms must present evidence of corporate registration with the CAC, tax compliance certificates, ITF compliance documents, auditable financial statements, and previous work on similar projects.

Submissions must be made through the CBN Procurement Management System portal at http://vpms.cbn.gov.ng/. The deadline for submission is 11:59 pm on Monday, June 1, 2026. Only pre-qualified vendors will be invited to the next stage of the procurement process.
