FCCPC and Lagos State Partner to Strengthen Consumer Protection

The Federal Competition and Consumer Protection Commission (FCCPC) and the Lagos State Consumer Protection Agency (LASCOPA) have officially signed a strategic partnership aimed at enhancing consumer rights enforcement and promoting fair market practices across Nigeria's commercial capital. This memorandum of understanding (MoU) was formalized during a signing ceremony held in Abuja, marking a significant step towards improved institutional coordination in an increasingly complex marketplace.

Key Objectives of the Partnership

FCCPC Executive Vice Chairman, Tunji Bello, emphasized that consumer protection now spans multiple sectors, including transportation, digital services, finance, healthcare, and e-commerce. He noted that these sectors require regulators to adopt more coordinated and responsive approaches to address evolving challenges. "Consumer issues today transcend jurisdictions and sectors. This reality demands regulators who are not only proactive but also collaborative," Bello stated.

Bello explained that while the FCCPC, established under the Federal Competition and Consumer Protection Act 2018, has intensified efforts in enforcement, market surveillance, and consumer education, effective protection cannot be solely driven from the federal level in Abuja. He pointed out that many consumer disputes are localized and necessitate prompt, state-level interventions to ensure timely resolutions.

Lagos as a Strategic Focus

Highlighting Lagos's strategic importance as Nigeria's commercial nerve centre, Bello noted that its dense concentration of businesses, digital platforms, and financial activities makes it a focal point for both consumer protection challenges and innovation. He urged closer operational collaboration through the FCCPC's South-West Zonal Office in Lagos, calling for improved complaint resolution, intelligence sharing, and joint enforcement actions to tackle exploitative practices effectively.

Framework for Collaboration

The MoU establishes a comprehensive framework for information and intelligence sharing, complaint referrals, joint resolution mechanisms, consumer education campaigns, capacity building initiatives, and coordinated regulatory interventions. Bello emphasized that this agreement is not merely ceremonial but an operational tool designed to expedite complaint resolution, enhance redress mechanisms, and raise consumer awareness across the state.

LASCOPA's Evolution and Goals

General Manager of LASCOPA, Afolabi Solebo, traced the agency's evolution from a modest unit conceptualized in 1999 to a fully operational state institution. Solebo stated that their primary goal is to ensure consumers receive value and satisfaction for the services they pay for, aligning with the broader objectives of the partnership.

Solebo welcomed recent judicial backing that affirms FCCPC's authority to investigate airline-related consumer complaints, noting that this ruling strengthens the enforcement synergy between federal and state regulators. He added that with this collaboration, both agencies are better positioned to protect consumers and decisively tackle exploitative practices, including extortion, thereby fostering a fairer market environment in Lagos and beyond.
