NERC's Mini-Grid Reforms to Boost Project Scale and Power Delivery

Managing Director of the Rural Electrification Agency (REA), Abba Abubakar Aliyu, has hailed the newly released mini-grid regulations by the Nigerian Electricity Regulatory Commission (NERC) as a transformative policy shift that will significantly accelerate large-scale project delivery in Nigeria's renewable energy sector. The updated regulation, known as the Mini-Grid Regulations 2026 (NERC–R–001–2026), follows two years of persistent advocacy and detailed technical submissions from the REA, aimed at tackling regulatory constraints that have historically slowed investment and project execution in the off-grid power segment.
Transition to a Supportive Framework
Aliyu emphasized that these reforms mark a crucial transition from a limited and restrictive framework to one that actively supports scale, innovation, and faster implementation. He noted that previous bottlenecks had not only delayed critical projects but also constrained the pace of electrification in underserved communities across the country. According to him, the new regulations address real, structural challenges that have hindered large-scale project delivery, making this update the most important revision to Nigeria's mini-grid framework in years.
Collaborative Efforts and Practical Solutions
Since 2024, the REA has engaged consistently and constructively with the NERC, providing detailed submissions based on the practical realities faced in delivering projects nationwide. Aliyu expressed satisfaction that many of these inputs are now reflected in the final regulations released by the Commission. He stated, "This is a great win for Nigerian renewable energy players. Aligning policy with the practical realities faced by developers is expected to unlock new investment opportunities and drive progress in the sector."
The reforms are anticipated to foster a more conducive environment for innovation and investment, ultimately enhancing power delivery and supporting Nigeria's broader energy goals. This development underscores a significant step forward in addressing the nation's electrification challenges and promoting sustainable energy solutions.
