France has officially published the requirements foreign nationals must meet to establish or acquire a business in the country, providing a clear route through its Passeport Talent programme.
What Are the Core Requirements for Foreign Business Owners?
According to the French government's official visa portal, applicants must demonstrate that their business creation project in France is genuine and serious. In limited cases, acquiring a controlling stake in an existing company may also qualify, depending on the project's specific nature and characteristics.
The business must fall under commercial, artisanal, or industrial categories, each governed by specific French laws. Crucially, applicants must commit a minimum personal investment of €30,000 into the project.
Educational and Professional Eligibility Criteria
Education and professional background play a key role. Applicants must hold a qualification at least equivalent to a master's degree, or alternatively provide evidence of no fewer than five years of professional experience at a comparable level.
Successful applicants are issued a long-stay visa labelled "passeport talent – créateur d'entreprise," which translates as Skilled Residence Permit for Business Creators. Within two months of arriving in France, the holder can apply for a multi-year residence permit valid for up to four years.
Visa Duration and Validation Process
For stays shorter than twelve months, a long-stay visa equivalent to a residence permit is issued under the broader "passeport talent" label. This visa must be validated within three months of arrival.
Beyond standard personal documentation, applicants must submit materials establishing the credibility of their project and detailing the personal investment amount they intend to commit.
France positions the Passeport Talent scheme as part of a broader effort to attract skilled international entrepreneurs and investors, offering a structured legal framework for building businesses on French soil.
