LASWA, NIWA to Prosecute Boat Operators, Passengers Over Safety Breaches
LASWA Threatens Legal Action for Waterways Safety Violations

The Lagos State Waterways Authority (LASWA) has issued a stern warning, stating it will pursue legal action against boat operators and passengers who disregard safety regulations on the state's inland waterways.

Joint Patrols and Enforcement Crackdown

In a statement released by its management on 14 January 2026, LASWA announced a collaborative enforcement initiative. The authority, alongside the National Inland Waterways Authority (NIWA) and security agencies, will conduct active patrols across Lagos waterways.

The primary targets of these joint operations will be boat captains who ignore approved operating hours and safety standards, as well as passengers who refuse to wear life jackets. This move signifies a major escalation in enforcement efforts to curb risky behavior on the water.

Strict Ban on Night Voyages Remains

The agency reiterated that all boat movements, for both commercial and private purposes, are confined to daylight hours. This policy is a fundamental measure designed to protect everyone on the water.

Night travel remains strictly prohibited due to heightened dangers such as poor visibility and increased navigational hazards. The ban is a core part of the strategy to prevent accidents and ensure the safety of lives and property.

A Call for Public Responsibility and Planning

LASWA appealed directly to the public to contribute to safety by planning their journeys effectively. "We urge the public to plan ahead, arrive early and avoid attempting water travel after sunset," the statement advised.

It further emphasized, "LASWA and NIWA, together with safety and security agencies, will actively patrol the waterways. Offenders will face legal consequences." The authority reaffirmed its commitment to delivering a secure, efficient, and properly regulated water transportation system for all Lagos residents and visitors.

The statement concluded with a powerful reminder: "Remember, safety on our waterways is everyone’s responsibility." This underscores the shared duty between regulators, operators, and passengers in maintaining a safe maritime environment.
