Kano Hisbah Board Implements Strict Ramadan Dress Code for Tricycle Operators

The Kano State Hisbah Board has introduced stringent new regulations targeting commercial tricycle operators, commonly referred to as Yanzu Adaidaita Sahu, during the holy month of Ramadan. In a decisive move to curb immoral behavior, the board has explicitly prohibited riders from wearing three-quarter trousers, a directive that forms part of a broader special Ramadan operation.

Comprehensive Restrictions Announced by Hisbah Officials

According to a statement released by Deputy Commander-General Mujahid Aminuddeen, the ban on three-quarter trousers is accompanied by additional prohibitions. Tricycle operators are now forbidden from playing loud music that disturbs passengers and the public, as well as from mixing male and female passengers in their vehicles. Aminuddeen emphasized that these measures are based on directives from Commander-General Sheikh Aminu Ibrahim Daurawa, aimed at sanitizing public spaces throughout Ramadan.

The board has also outlawed other activities deemed indecent, including the use of knockouts in urban areas, dressing that exposes the body—particularly among young women—and the display of phonographic posters and stickers on tricycles. Violators of these rules will face immediate arrest and prosecution, as part of the intensified enforcement efforts during this sacred period.

Enhanced Security Measures for Ramadan Prayers

In addition to regulating tricycle operations, the Hisbah Board has finalized plans to deploy its operatives to various mosques across Kano State where Tarawihi and Tahajjud prayers are conducted. These personnel will collaborate with other security agencies to ensure safety and order during the holy month. Aminuddeen stressed that the board is committed to preventing immoral activities by tricycle riders, which are considered especially inappropriate during Ramadan, a time dedicated to fasting, prayer, charity, and spiritual renewal.

Background on Operation Against Immorality

This announcement follows the recent launch of "Operation Kau da Badala" (Operation fight against immorality), a campaign by the Hisbah Board designed to combat social vices such as drug abuse and other immoral behaviors among the youth in Kano State. Aminuddeen listed specific offences attributed to tricycle operators, including immoral haircuts, riding in shorts, using objectionable posters, mixing unrelated genders, selling illegal drugs, and transporting women to locations where they engage in immoral acts.

Ramadan, one of the five pillars of Islam, is observed through fasting from dawn to dusk, increased prayers, acts of charity, and spiritual reflection, symbolizing obedience, self-discipline, and submission to God. The Hisbah Board's actions are framed within this context, aiming to uphold moral standards during this significant religious period.

Previous Government Action on Hisbah Groups

It is noteworthy that the Kano state government had previously taken steps to regulate Hisbah activities. In December 2025, Governor Abba Kabir Yusuf issued an executive order outlawing a group known as "Independent Hisbah Fisabilillahi," citing unauthorized recruitment and mobilization of youths. This order reinforced the Kano State Hisbah Board Law, which mandates that all Hisbah operations be conducted solely through the statutory board, ensuring centralized control and adherence to legal frameworks.
