Lagos State and CEWHIN Launch Standard Operating Procedure to Boost Services for Vulnerable Populations
The Lagos State Government, in collaboration with the Centre for Women’s Health and Information (CEWHIN), has officially introduced a comprehensive Standard Operating Procedure (SOP) designed to significantly enhance service delivery for children, youths, and other vulnerable groups throughout the state. This strategic initiative has been implemented with crucial support from the Rule of Law and Anti-Corruption Programme (RoLAC) and the International Institute for Democracy and Electoral Assistance (International IDEA), marking a pivotal step in improving social welfare frameworks.
Official Handover and Commitment to Compliance
Following the formal handover of the document at Alausa, the Commissioner for Youths and Social Development, Mobolaji Ogunlende, emphasized the ministry's unwavering commitment to ensuring that all staff members adhere to the new guidelines. Ogunlende elaborated that the SOP will serve as a fundamental framework to streamline the ministry's operations and elevate the efficiency of its services to residents. He highlighted that this document arrives at a critical juncture, providing clear and structured procedures to guide the ministry's daily activities and long-term objectives.
"We have successfully launched a Standard Operating Procedure, a guiding training document that will direct everything we do in the Ministry of Youths and Social Development. It is coming at a perfect time, and our partners have been instrumental in delivering this project," Ogunlende stated. He further added that the ministry will rigorously enforce the adoption and utilization of this document by all staff in their duties, ensuring that every step taken aligns with standardized protocols to deliver effective and impactful services to the people of Lagos State.
Technical Support and Resource Development
Oluwatobi Opadokun, Senior Communications Officer at CEWHIN, provided insights into the project's design, explaining that it was specifically crafted to offer technical support for social workers and youth development officers within the ministry. The initiative aims to strengthen professional social work practices and enhance service delivery for children, youths, and other vulnerable populations, thereby fostering a more responsive and accountable system.
Opadokun detailed that CEWHIN worked in close partnership with the ministry to develop a suite of knowledge resources aimed at standardizing processes and improving professional practice. These materials include:
- The SOP on effective service delivery, outlining step-by-step procedures.
- A comprehensive training manual tailored for social workers and youth development officers.
- Guidance notes on writing Social Investigation Reports (SIR) to ensure consistency and accuracy.
- Documents promoting survivor-centred approaches to prioritize the needs and dignity of beneficiaries.
Training of Trainers Programme and Capacity Building
Additionally, Opadokun disclosed that the project incorporated a Training of Trainers programme for social workers, which equipped participants with best practices in case management and social work methodologies. The trained officers are expected to disseminate the knowledge gained to their colleagues across various departments within the ministry, thereby strengthening institutional capacity and amplifying the programme's impact. This cascading training approach is designed to create a sustainable model for continuous improvement and professional development within the social services sector.
