Banigo Hails Senate Passage of Healthcare Funding Bill

The Senate's passage of the Basic Health Care Provision Fund (BHCPF) Amendment Bill has been described as a major milestone in Nigeria's ongoing efforts to strengthen healthcare financing and improve access to quality healthcare services across the country.

Key Provisions of the Amendment

The amendment bill proposes an increase of the Basic Health Care Provision Fund from one percent to two percent. This increase is aimed at building a more resilient, equitable, and responsive health system capable of delivering sustainable outcomes for Nigerians.

The legislative process leading to the passage of the bill was spearheaded by former deputy governor of Rivers State and Chairman of the Joint Health Committee of the National Assembly (Secondary and Tertiary), Senator Ipalibo Harry Banigo. Contributions also came from the Federal Ministry of Health, relevant Ministries, Departments and Agencies, development partners, and civil society organisations.

Senator Banigo's Statement

Speaking on the significance of the amendment, Senator Banigo, a Harvard-trained medical doctor, said the bill reflects a shared national commitment to strengthening the country's healthcare system through improved financing and institutional collaboration.

“The passage of the Basic Health Care Provision Fund Amendment Bill marks a significant advancement in Nigeria's ongoing efforts to strengthen health financing and expand access to quality healthcare services. It reflects a shared national commitment to building a more resilient, equitable, and responsive health system that can deliver sustainable outcomes for all Nigerians,” she said.

She noted that the achievement was the product of coordinated institutional action across the health governance ecosystem. All stakeholders contributed within their respective mandates toward advancing healthcare reform and improved service delivery.

Legislative Process

According to her, the progression of the bill followed a structured, deliberate, and consultative legislative process anchored on policy review, alignment with existing legal and regulatory frameworks, and sustained technical engagement. This ensured that the outcome remains both implementable and responsive to national health priorities.

“The bill benefited from established legislative mechanisms, including Committee deliberations, public hearings, technical consultations, and formal stakeholder engagements within the National Assembly process. These engagements ensured that relevant perspectives within the health sector ecosystem were appropriately captured and integrated into the legislative framework,” Banigo stated.

The Rivers West senator further emphasised that all inputs considered during the legislative process were received strictly through formal institutional engagements, including public hearings and Committee deliberations. She stressed that due process remained central to legislative decision-making.

She explained that reforms of such magnitude require careful balancing of policy, legal, fiscal, and implementation considerations to ensure that outcomes are sustainable and capable of delivering measurable impact within the healthcare system over time.

“The passage of the BHCPF Amendment Bill represents a collective institutional achievement. It demonstrates the value of coordination, technical collaboration, and consensus-building among key stakeholders committed to advancing national health priorities,” she added.

Senator Banigo also maintained that sustained engagement among stakeholders would remain critical as implementation progresses. Continuous collaboration would help strengthen coordination, deepen understanding of policy objectives, and ensure effective delivery of intended health outcomes across all levels of the health system.

She described the amendment bill as a testament to what can be achieved when institutions and stakeholders work within a structured framework of governance driven by shared purpose and commitment to improving the health and well-being of Nigerians.
