Lagos State Government Commences 2026 Civil Service Promotion Exercise

The Lagos State Government has officially launched its 2026 promotion exercise for civil servants and parastatal staff, marking a significant step in ongoing reforms aimed at strengthening public service standards. This initiative, announced via the government's official X account, introduces a revised assessment process designed to ensure career progression is based on competence, capacity development, and performance.

Revised Assessment Process for Senior Officers

The promotion exercise encompasses public servants across various grade levels. Specifically, it affects officers on Grade Levels 01–05 in the mainstream civil service and those on Grade Levels 01–16 in parastatal organisations. The exercise includes two key components: the Revised Structured Training Programme (RSTP) for officers on Grade Levels 01–05 in the mainstream civil service and Grade Levels 01–10 in parastatal bodies, and the Structured Evaluation Assessment Programme (SEAP) for officers on Grade Levels 12–16 in parastatals.

SEAP represents a groundbreaking shift in promotion requirements for senior officers. For the first time, a formal assessment incorporating written examinations and computer-based tests is being utilized as part of the promotion criteria. This move reflects a broader transition towards merit-based advancement, ensuring that promotions are awarded based on demonstrable knowledge, skills, and competence.

Implementation and Participation Details

The exercise is being conducted at two key venues: the Public Service Staff Development Centre in Magodo and the Women Development Centre in Agege. A total of 388 officers are participating in the SEAP assessment, while 4,870 officers are enrolled in the structured training programme. The promotion exercise is scheduled to run through the current week and into the following week, featuring sessions designed to prepare officers for higher responsibilities in their careers.

Afolabi Ayantayo, Commissioner for Establishments and Training, personally monitored the exercise and commended the orderly conduct of participants and the coordination at the centres. He urged officers to approach the process with dedication and a strong sense of responsibility, emphasizing that the introduction of SEAP will help build a workforce capable of meeting the demands of public service.

Commitment to Public Service Reforms

Olubusola Abidakun, Permanent Secretary, expressed satisfaction with the level of preparedness and organisation, reiterating the ministry's commitment to reforms aimed at enhancing productivity across the civil service. These reforms are part of broader efforts by sub-national governments in Nigeria to strengthen public institutions and align workforce development with strategic goals.

Under existing civil service rules, the government convenes committees to review eligible officers for promotion. Officers who are not successful in an exercise may appeal within a set period, with promotions generally taking effect in line with established dates determined by the Civil Service Commission.

Stakeholders and civil servants following the exercise have noted the emphasis on performance standards and the role of consistent evaluation in advancing the civil service. This initiative underscores Lagos State's dedication to fostering a merit-driven environment that prioritizes competence and accountability in public service.
