Ukraine's State Migration Service has officially published the six conditions that foreign nationals and stateless persons must satisfy before applying for Ukrainian citizenship, as outlined in Article 9 of the Law on Ukrainian Citizenship. The requirements, effective in 2026, must be met simultaneously; partial compliance is not sufficient for an application to proceed.
Six Eligibility Rules for Ukrainian Citizenship
According to the State Migration Service, applicants must meet all of the following criteria at the same time:
- Recognise and respect the Constitution and Laws of Ukraine.
- Submit a statement of statelessness (if stateless) or pledge to terminate foreign citizenship (if foreigner).
- Legally reside continuously in Ukraine for the past five years.
- Obtain an immigration permit.
- Demonstrate proficiency in the Ukrainian language sufficient for basic communication.
- Have legal sources of income to support themselves without recourse to state funds.
Citizenship by Admission Pathway
The described pathway is citizenship by admission, distinct from citizenship acquired through birth or descent. Foreign nationals must proactively initiate the process and prove compliance with all criteria. The language requirement does not prescribe a formal test score but expects conversational ability. Financial self-sufficiency requires proof that applicants can support themselves without welfare or state assistance.
Five-Year Continuous Residency Requirement
The five-year continuous residency rule is one of the most demanding conditions. Applicants must show lawful and uninterrupted presence in Ukraine throughout that period, supported by a valid immigration permit. This condition ensures that only individuals with a sustained connection to the country can apply.
