Canada's immigration authority, Immigration, Refugees and Citizenship Canada (IRCC), announced an indefinite suspension of new applications under the Parents and Grandparents Program (PGP) on July 15, 2026. The decision aims to maintain a sustainable and well-managed immigration system, according to the official notice.

Existing Applications Continue; 2026 Target Set

Despite the freeze on fresh applications, IRCC confirmed it will continue processing applications already submitted. The department has set a target of admitting up to 15,000 new permanent residents through the PGP category in 2026, aligning with Canada's 2026–2028 Immigration Levels Plan.

IRCC did not provide a timeline for when the PGP application window will reopen, leaving many families in limbo.

Super Visa as an Alternative

For parents and grandparents wishing to visit family in Canada, the super visa remains available. This long-stay multiple-entry permit allows holders to remain in Canada for up to five years per entry, with the option to re-enter over a period of up to 10 years. Unlike the PGP, the super visa does not confer permanent residency but offers extended stays for eligible family members.

The super visa is presented as a viable alternative while the PGP is closed to new applicants.

The pause reflects a broader shift in Canada's immigration policy, which has faced growing scrutiny over housing pressures, infrastructure strain, and the volume of newcomers arriving annually.
