The President Bola Tinubu-led federal government has approved a comprehensive reform of the National Youth Service Corps (NYSC), marking the first major overhaul of the scheme in 53 years. Minister of Youth Development Ayodele Olawande announced the decision after the Federal Executive Council (FEC) meeting at the Presidential Villa on Monday, June 29, 2026.
Full Review of NYSC Operations
Olawande stated that the reform includes a full review of the NYSC scheme, emphasizing that after 53 years of existence, a reform is imperative. “Our needs as a country have changed and many expect the objectives of NYSC to also change,” he said. The NYSC was established in 1973 to promote national unity following the civil war, bringing together Nigerian graduates from diverse backgrounds.
Civilian Leadership and Security Measures
Under the approved reforms, the NYSC will be led by a civilian in its operational leadership, while the military will continue to handle security for corps members across the country. This change aims to enhance administrative efficiency while maintaining the security framework that protects corps members.
Amendment of NYSC Act
The FEC directed the Attorney-General of the Federation and the Ministry of Youth to amend the NYSC Act and its regulations. The amendments will reflect all approved reform measures, enabling immediate implementation of the new framework. This legal update is crucial for the effective execution of the reforms.
Strategic Reform Areas
Special Adviser to the President on Policy Coordination, Hadiza Bala Usman, outlined the strategic aspects of the reform. “The reform areas speak to all the strategic aspects of NYSC, starting from the area of the main area of deployment. How are you registering in the NYSC? What modality is being used to post you to several states? How are we recognising the areas where we have security challenges? What constitutes the period during which youth corps members are in camp?” she asked, highlighting the comprehensive nature of the review.

The reforms are expected to address long-standing challenges including deployment modalities, security concerns, and camp operations. By modernizing the scheme, the government aims to strengthen national unity and ensure the NYSC remains relevant to contemporary Nigeria. The changes come amid growing calls for the scheme to adapt to current realities, including security threats in various parts of the country.
