Tinubu's Justice Reform: Fagbemi Launches Digital System, Renovates Facilities
Fagbemi: Tinubu Committed to Efficient, Accountable Justice Sector

President Bola Ahmed Tinubu's administration is taking concrete steps to overhaul Nigeria's justice system, focusing on efficiency and accountability. The Attorney General of the Federation and Minister of Justice, Prince Lateef Fagbemi (SAN), made this declaration during a significant event in Abuja.

Launching a New Digital Era for Justice

The key event was the official launch of the Enterprise Content Management System (ECMS) by the Federal Ministry of Justice on 21 December 2025. Alongside this digital milestone, Fagbemi also inaugurated several renovated staff facilities, including a clinic, sports centre, creche, and staff canteen.

The ECMS platform is designed to be a game-changer. It allows the ministry to handle all official documents—from creation and processing to approval, storage, and retrieval—entirely in an electronic format. This launch signifies a decisive break from the old, manual ways of managing information.

The ceremony was attended by high-profile officials, underscoring its importance. They included the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack; the ministry’s Solicitor-General and Permanent Secretary, Mrs Beatrice Jeddy-Agba; and Permanent Secretaries from the Ministries of Interior, and Health and Social Welfare.

A Cornerstone of Reform and Renewed Hope

In his keynote address, Fagbemi connected the new system directly to President Tinubu's broader vision. He explained that digitizing correspondences, emails, and legal documents is a direct attack on the bureaucratic bottlenecks that have historically delayed justice.

“This transition to a paperless environment is a cornerstone of our digital transformation strategy,” Fagbemi stated. He noted it is specifically aligned with Pillar 5 of the Federal Civil Service Strategy and Implementation Plan (FCSSIP25).

The AGF emphasized that the initiative is firmly rooted in two key frameworks: the Renewed Hope Agenda of President Tinubu and the National Policy on Justice. These frameworks demand that justice institutions be efficient, accountable, digitally enabled, and capable of delivering timely outcomes to citizens.

“The ECMS is therefore not merely a technological intervention; it is a governance reform that strengthens institutional memory, improves decision-making, secures records, and enforces discipline in workflow and accountability,” Fagbemi added. “Our goal is clear: to build a justice sector that is modern, efficient, and above all, citizen-driven.”

Tangible Progress and Staff Welfare

The ministry has already recorded impressive results from the system's pilot phase. In her welcome address, Permanent Secretary Beatrice Jeddy-Agba revealed that in just eight weeks, the ministry successfully scanned and uploaded 6,241 physical files containing 331,297 pages onto the 1Gov ECMS platform.

Beyond digitization, the ministry achieved 100% official email coverage for all staff, conducted extensive digital skills training, and established clear standard operating procedures for document tracking and approvals.

Fagbemi also highlighted that his leadership has prioritized staff welfare and workplace modernization. The newly renovated facilities are part of creating an environment where excellence can thrive, mirroring service-wide reforms.

He thanked partners for their support, including the Aig-Imouekhede Foundation and Prof Koyinsola Ajayi of Olaniwun Ajayi and co. The event was formally announced in a statement by Kamarudeen Ogundele, Special Assistant to the President on Communication and Publicity in the AGF's office.
