Governor Babajide Sanwo-Olu made this declaration during a public sensitisation event at Lagos House Marina, highlighting the administration's focus on efficient management of investments for citizen benefits since its inception.

Governor Sanwo-Olu expressed satisfaction with the progress achieved under the HOPE framework, which aims to shift from input-based spending to outcome-driven performance. He stated, "For us in Lagos, this programme is about people, it's about our city, ensuring that children have access to proper learning materials and mothers receive quality healthcare without financial strain." The initiative, supported by the World Bank and Federal Government, is implemented across all 36 states and the Federal Capital Territory to address service delivery bottlenecks in health, education, and governance.

World Bank Specialist Engineer Akin Onimole commended Lagos State for its dedication to the HOPE programme's core mandate. He noted, "We are celebrating the tangible impact of reforms on the lives of Lagosians. From a procurement perspective, Lagos has shown exemplary commitment to transparency and efficiency in converting resources into results." The programme is designed to tackle systemic issues hindering service delivery, with a focus on strengthening capital management systems.

Commissioner for Economic Planning and Budget Ope George detailed the HOPE project's objectives, which include:

He explained, "It's a $500 million national initiative using programme-for-result instruments, where funds are disbursed based on achieving linked outcomes. We've ensured prudent allocation of public resources to support broader human capital goals."
