Adamawa Governor Presents N583.3bn 2026 Budget

Governor Ahmadu Umaru Fintiri has formally submitted a proposed spending plan of N583.33 billion for Adamawa State's 2026 fiscal year to the state legislature.

A Budget for Renewal and Growth

Presented on Thursday, December 18, 2025, the financial blueprint is christened the "Budget of Sustainable Growth and Economic Renewal." Governor Fintiri stated that its core objectives are to solidify gains in infrastructure, enhance social services, advance economic reforms, and maintain peace throughout the state.

The governor emphasized that the proposal is the product of extensive deliberations with various state Ministries, Departments and Agencies (MDAs), lawmakers, and other critical stakeholders. It is designed to align with his administration's 8-Point Agenda and the principle of inclusive development.

Funding Priorities and Economic Realities

Fintiri explained that the 2026 budget has been crafted to reflect current economic conditions and realistic revenue projections, ensuring that expenditure priorities match the state's fiscal capacity. Key areas of focus include:

  • Completing all ongoing projects across the state.
  • Launching new strategic infrastructure initiatives.
  • Boosting investments in the education and healthcare sectors.
  • Directly tackling poverty and hunger.
  • Providing support for agriculture, commerce, and small and medium-scale enterprises (SMEs).

Highlighting a major achievement in social intervention, the governor revealed that over 60,000 citizens have already benefited from the Fintiri Business Wallet scheme. He announced a further expansion, with an additional 100,000 beneficiaries set to receive N50,000 each starting from December 2025, a move aimed at lifting hundreds of thousands out of poverty.

Reviewing 2025 and Ensuring Fiscal Discipline

Providing a performance update on the outgoing year, Governor Fintiri noted that the 2025 budget, after a supplementary appropriation, was approved at N621.29 billion. As of September 30, 2025, the state had generated N235.34 billion in revenue, which is 37.9% of its projected total for the year. Expenditure for the same period stood at N189.51 billion, covering personnel costs, overheads, and capital projects.

The proposed 2026 budget will cater to both recurrent and capital expenditures, with a continued bias towards capital development. The governor assured that his administration would maintain fiscal discipline by adhering to the International Public Sector Accounting Standards (IPSAS) and the State Action on Business Enabling Reforms (SABER) program.

The appropriation bill now awaits scrutiny and passage by the Adamawa State House of Assembly.
