Governor Ahmadu Umaru Fintiri has formally submitted a substantial fiscal plan for the year 2026 to the Adamawa State House of Assembly. The proposed budget, valued at N583.3 billion, was presented on December 19, 2025, and is strategically designed to prioritize capital development and economic rejuvenation across the state.
A Budget Anchored on Capital Investment
The appropriation bill, named the "Budget of Sustainable Growth and Economic Renewal," marks Governor Fintiri's sixth budget presentation since taking office. A defining feature of the proposal is its heavy tilt towards capital expenditure, which commands over 64 percent of the total spending envelope.
Key sectors earmarked for this significant investment include public infrastructure, education, healthcare, agriculture, and initiatives aimed at poverty reduction. The governor specifically highlighted critical projects in road construction, water supply, electricity, and market development as essential drivers for stimulating the local economy.
Social Programmes and Governance Milestones
Beyond bricks and mortar, the budget outlines a strong commitment to social welfare. Governor Fintiri detailed gains in youth and women empowerment, noting that more than 140,000 individuals have already benefited from skills acquisition and business support programmes.
The administration also pointed to the successful implementation of a N70,000 minimum wage for state workers. Furthermore, the governor cited improved governance indicators, including Adamawa State's position among the top five in Nigeria for fiscal transparency and its fourth-place ranking on the Ease of Doing Business index.
Education and Health Receive Prominent Focus
The budget proposal continues the administration's push in the social sectors. In education, the government reported the near completion of 21 model and mega schools, while the overseas postgraduate scholarship scheme, known as Fintiri Wings, remains active.
In healthcare, the plan includes the ongoing upgrade of hospitals and cottage health facilities to expand access and improve the quality of medical services available to residents.
During his address to the lawmakers, Governor Fintiri framed the budget as a "people-centred fiscal roadmap" born from extensive consultations. He appealed for the Assembly's continued bipartisan cooperation to ensure the timely passage of the bill, which he stated is crucial for effective implementation and tangible outcomes for communities across Adamawa State.
