In a significant move to bolster security efforts, Borno State Governor Babagana Zulum has approved a substantial upward review of monthly allowances for volunteers under the Borno Youth Empowerment Scheme (BOYES). This initiative includes members of the Civilian Joint Task Force (CJTF), vigilante hunters, and neighbourhood watch groups, who play a crucial role in combating insurgency in the region.
Details of the Allowance Increase
According to a statement released by the Special Adviser to the Governor on Media, Dauda Iliya, Governor Zulum has authorized an increase in the monthly allowance for each volunteer from ₦30,000 to ₦50,000. This adjustment represents a 66.7 per cent rise, aimed at addressing the economic challenges and rising costs of living faced by these dedicated individuals.
Additionally, leaders of the volunteer groups will now receive ₦150,000 each monthly, a significant boost from previous rates. The revised allowances have already been credited to their bank accounts, resulting in a revised monthly expenditure of no less than ₦232.4 million for the state government.
Historical Context and Economic Necessity
Since assuming office in 2019, Governor Zulum has consistently supported these volunteers through previous allowance reviews. Initially, he increased their monthly stipend from ₦15,000 to ₦20,000, and later to ₦30,000. The state government has ensured regular payment of these amounts, but prevailing economic realities and the increasing operational risks associated with their duties necessitated this latest review.
The volunteer groups have been instrumental in the fight against the Boko Haram insurgency, complementing the efforts of the Nigerian military and other security agencies. Their contributions include the arrest of key insurgent commanders and the provision of actionable intelligence, which has prevented attacks and protected lives and property across Borno State.
