The Federal Government of Nigeria has unveiled a strategic initiative to reintegrate retired military officers into the nation's security architecture, marking a significant shift in addressing security challenges across the country.

RUSEB-P Programme: A New Approach to Security

Defence Minister Abubakar Badaru disclosed the plan during a press briefing in Abuja on November 13, 2025, while commemorating the upcoming 2026 Armed Forces Remembrance Day and Celebration. The initiative, formally known as the Reclaiming the Ungoverned Space for Economic Benefits Programme (RUSEB-P), aims to leverage the extensive experience and discipline of military veterans to restore peace in troubled regions.

Minister Badaru emphasized that the programme represents a comprehensive strategy to secure ungoverned areas where terrorists and bandits currently operate. The approach goes beyond traditional security measures by incorporating economic development components that will revitalize rural economies through agriculture, mining, and community projects.

Digital Innovations for Veterans Support

As part of broader reforms for the military community, the government introduced several digital platforms designed to enhance support for both serving and retired personnel. The "Thank A Soldier" QR Code will enable Nigerians to send personalized appreciation messages to troops, while plans are underway to establish a comprehensive Veterans' Databank and Call Centre for improved welfare management.

The government also revealed intentions to review the Nigerian Legion Act, potentially renaming it the Veterans Federation of Nigeria (VFN) to provide better legal and institutional support for veterans' welfare. These digital innovations represent a modern approach to honoring military service while ensuring retired officers receive adequate support.

Security Achievements and Future Prospects

Minister Badaru provided significant updates on security operations under President Tinubu's administration, revealing that the armed forces have neutralized over 13,000 terrorists and criminals while arresting more than 17,000 suspects. Additional achievements include the rescue of nearly 10,000 hostages and the destruction of approximately 1,900 illegal refining sites.

The security landscape has seen substantial improvements with over 100,000 Boko Haram and ISWAP fighters and their families surrendering, leading to the dismantling of major terrorist strongholds and the return of displaced communities to their homes. The minister stressed that engaging veterans through RUSEB-P will prevent the resurgence of terrorism while strengthening national security and cohesion.

A dedicated committee is currently finalizing the implementation framework for the RUSEB-P programme, ensuring that retired soldiers continue to play meaningful roles in nation-building after their active service. The initiative reflects the government's long-term vision for sustainable security and economic development in previously insecure regions.
