Nigeria Customs Service Embraces AI to Boost Revenue and Fiscal Transparency

The Nigeria Customs Service (NCS) has announced a strategic move to adopt Artificial Intelligence (AI) in its operations, aiming to significantly enhance revenue generation, bolster fiscal discipline, and ensure transparent public accounting. This initiative was unveiled by Comptroller-General of Customs (CGC), Bashir Adeniyi, during a three-day capacity-building workshop held in Abuja, marking a pivotal step towards modernizing the agency's processes.

Transition to a Technology-Driven Ecosystem

During the workshop, CGC Adeniyi emphasized that the programme is designed to transition the Service into a technology-driven ecosystem. This shift is intended to minimize revenue leakages and improve the accuracy of remittances to the federation account. He highlighted that the NCS is proactively inviting legislators to witness these technological advancements, aiming to streamline accountability and foster a collaborative approach to oversight.

"We are all united in the best form possible to ensure transparency in public accounts," Adeniyi stated. "We are united by a common objective of achieving fiscal discipline and bringing some holdings of accounts in our duty of revenue generation." He further explained that the Service is already integrating AI into its non-intrusive inspection regimes, using AI-enabled cameras that can predict image analysis to identify potential contraband objects.

Training for an AI-Driven Environment

The capacity-building workshop, attended by members of the National Assembly Public Accounts Committees and various fiscal stakeholders, is expected to equip officers with the skills needed to operate in an AI-driven environment. Adeniyi expressed hope that this training would lead to fewer parliamentary summons in the future due to improved record-keeping and enhanced operational efficiency. The initiative aims to ensure that all stakeholders are on the same footing and understand the interagency nexus, fostering a unified approach to fiscal management.

AI as a Present-Day Tool

Echoing these sentiments, Deputy Comptroller-General in charge of Finance, Administration, and Technical Services, Kikelomo Adeola, described AI as an essential present-day tool rather than a futuristic concept. "Artificial intelligence is no longer a concept or procedure. It is a present-day tool that offers unprecedented opportunities to optimise revenue processes, minimise leakages, improve remittance accuracy, and ensure seamless reconciliation," she noted.

Adeola further pointed out that the complexity of global trade necessitates a shift away from manual systems. "From automated data analysis to predictive intelligence and real-time reconciliation systems, AI presents us with the capability to transform how we manage and safeguard public funds," she added, underscoring the transformative potential of AI in customs operations.

Collaborative Efforts for Transparency

The workshop represents a collaborative effort between the executive arm and oversight bodies, including the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) and the Federation Account Allocation Committee (FAAC). Officials expressed confidence that the synergy between technology and legislative oversight would create a more transparent revenue value chain for the nation, ultimately contributing to Nigeria's economic stability and growth.

This adoption of AI by the Nigeria Customs Service signals a forward-looking approach to public service, leveraging cutting-edge technology to address longstanding challenges in revenue collection and fiscal accountability.
