Nigeria Explores Age Restrictions for TikTok and Other Social Media Platforms

The Federal Government of Nigeria is actively considering the implementation of age restrictions on social media platforms, including TikTok, as part of a broader initiative to enhance online child protection. This move aims to safeguard children from cyber risks such as harmful content and exploitation.

Government Evaluates Online Child Protection Policies

In a statement released on Monday, March 9, Minister of Communications, Innovation, and Digital Economy Bosun Tijani highlighted the dual nature of the internet. While it offers significant opportunities for learning and creativity, it also exposes children to dangers like cyberbullying, misuse of personal data, and risks associated with artificial intelligence tools.

Tijani emphasised that public input is crucial in developing effective policy frameworks. He stated, "As Nigeria evaluates potential policy approaches for the protection of children online, including age restrictions, improved age verification systems, platform accountability measures, and enhanced regulatory oversight, public input is essential to ensure that any framework adopted reflects national priorities, respects children's rights, and responds to the realities of Nigeria's digital landscape."

The Ministry has urged parents, educators, youth, digital professionals, and other stakeholders to participate in a survey to inform evidence-based policies. This collaborative approach seeks to balance child safety with the benefits of digital access.

Platforms Likely to Be Affected by New Regulations

If adopted, the proposed regulations could impact several major social media platforms, leading to stricter age verification and content limitations. Below are the key platforms under consideration:

  1. Meta Apps (Facebook and Instagram): These platforms, already under regulatory scrutiny, may face enhanced age verification requirements despite existing teen protections.
  2. TikTok: This popular video-sharing app could see new limits, including stricter user verification and content restrictions, potentially reducing its young user base in Nigeria.
  3. YouTube: As a widely used video platform, YouTube may be required to restrict certain content or limit access for younger teenagers under "duty of care" laws.
  4. X (formerly Twitter): This platform is likely to be significantly affected by age restrictions and verification requirements, especially concerning minor protection and content regulation.
  5. Snapchat and WhatsApp: Both platforms, commonly used by teenagers, could see raised minimum age limits or strengthened enforcement of existing policies.
  6. Aggregator Sites for Adult Content: Platforms like XVideos, which lack robust age verification in Nigeria, may face shutdowns or stricter regulations to prevent children from accessing harmful material.

Expert Warns of Alarming Risks from Adult Content

Dr. Hassana Shuaibu, a senior programme officer at ACE Charity in Abuja, described the situation as "extremely alarming." She highlighted that the absence of age verification on adult sites exposes children to content that can corrupt their minds and lead to addiction. "It is a gross violation of their right to be protected from adult material as enshrined in the Child Rights Act," she stated, calling for stronger online regulations and public sensitisation.

Shuaibu challenged Nigerian authorities to urgently protect children from online dangers, stressing that sites without high-level age verification should be shut down. Her comments underscore the need for immediate action to align Nigeria's digital policies with child protection standards.

Broader Context and Government Initiatives

This evaluation is part of the federal government's ongoing efforts to regulate social media under President Bola Tinubu's administration, aiming to ensure content meets ethical standards. The initiative reflects a growing global trend towards enhancing online safety for minors, with countries like the United Kingdom implementing strict age verification measures for adult content.

As Nigeria moves forward, the outcomes of the public survey and policy discussions will shape the future of digital engagement for young Nigerians, balancing innovation with protection in the evolving online landscape.
