Nigeria's renewable energy landscape is undergoing a profound transformation, driving national growth and catalyzing socioeconomic development. The Rural Electrification Agency (REA) is central to this shift, with Abba Abubakar Aliyu as Managing Director and CEO. His two-year leadership has repositioned the Agency as a global impact-delivery institution and strategic platform for renewable energy scale-up, investment, local content development, and innovation.
Building an Investment-Friendly Ecosystem
Abba Aliyu's vision includes catalyzing strategic investments in local manufacturing. In 2025, the REA facilitated the first Nigeria Renewable Energy Innovation Forum (NREIF), securing $425 million in investment for local manufacturing, the largest renewable energy investment ticket in the sector's history. Through strategic private-sector partnerships, Nigeria has achieved a historic feat by exporting locally produced solar PVs to neighboring countries such as Ghana.
Major Energy Access Initiatives
Under the Renewed Hope Agenda, the REA leads the $750 million Distributed Access through Renewable Energy Scale-up (DARES) program, targeting clean energy for over 17.5 million Nigerians. Abba has also facilitated the ECOWAS-funded Regional Off-grid Electricity Access Project (ROGEAP) and the Energizing Healthcare, Education, Rural Development, and Transportation through e-Mobility (E-HEART). He was instrumental in activating the National Public Sector Solarization Initiative (NPSSI) and launching phase IV of the Energizing Education Programme (EEP IV), powering eight additional federal universities.
Optimizing Renewable Energy Technologies
The REA has crossed the 500 mini-grids mark, serving last-mile communities, agricultural clusters, and public institutions. Through DARES, the Agency is delivering 48 interconnected mini-grids (IMGs) with a combined capacity of over 200MW. Over 1,000 mini-grids are under development, with more than 362MW of clean energy infrastructure in the pipeline. The largest mini-grid, a 12MW plant powering the University of Maiduguri and its teaching hospital, has been delivered.
Strengthening Institutional Integrity
Under Abba Aliyu, the REA ranked No. 1 in the power sector on the ICPC Ethics and Integrity Compliance Ranking, moving from 157th to the top 20 MDAs nationally. This reflects improved governance and operational transparency.
Improving Sector Coordination and PPPs
The REA has optimized the 2023 Electricity Act through State-by-State Strategic Roundtables, improving decentralized energy planning and investment pathways across all 36 states. This has enhanced public-private partnerships and coordination in the energy sector.
Data Governance for Universal Access
For the first time, the REA is using the National Electrification Strategy and Implementation Plan (NESIP) to map over 154,000 communities, gaining vital datasets for universal electrification and private-sector investment. Technology-driven planning tools and digital monitoring systems ensure maximum socio-economic returns.
Crowding-In Private Capital
Abba Aliyu's 'de-risk and crowd-in' strategy has crystallized over $1.2 billion in private-sector finance. The Agency has unlocked N200 billion in non-interest credit facilities from commercial banks for renewable energy service companies, accelerating infrastructure deployment.
Asset Management for Sustainability
The REA secured Federal Government approval to establish a Renewable Asset Management Company (RAMCO) to manage multi-million-dollar renewable energy assets, targeting a 1 trillion Naira valuation. This ensures long-term sustainability and lifecycle management of deployed infrastructure.
Technical Skills Pipeline
The REA has trained and certified 131 young graduates under the NEXTGEN RESCO programme and over 800 additional beneficiaries through the Energizing Education Programme Workshop and Training Centers, building a skilled workforce for the renewable energy sector.
Knowledge Exchange Leadership
Abba Aliyu has positioned REA as a global knowledge hub through South-South Collaboration, hosting study visits from Columbia University and Mozambique's FUNAE, fostering peer learning and innovation.
