Federal Government Intensifies Efforts to Curb Substandard Vehicle Imports with VehCAP Launch

The Federal Government has significantly ramped up its initiatives to restrict the entry of substandard vehicles into Nigeria through the introduction of the SON–NADDC Vehicle Conformity Assessment Programme, commonly referred to as VehCAP. This strategic programme was officially unveiled on March 31, 2026, during a high-profile event held at the Transcorp Hilton in Abuja. It represents a collaborative effort between the Standards Organisation of Nigeria (SON) and the National Automotive Design and Development Council (NADDC), with the primary objective of guaranteeing that only vehicles meeting stringent safety and compliance criteria are allowed into the Nigerian automotive market.

Shift to Preventive Regulatory Framework

At a Government Agencies’ Stakeholders’ Sensitisation Workshop, the Director-General of SON, Dr. Ifeanyi Chukwunonso Okeke, emphasized that VehCAP marks a pivotal transition from reactive enforcement measures to a proactive, preventive regulatory system. This new approach is centered on quality assurance at the very point of entry, rather than relying on post-arrival inspections. Dr. Okeke elaborated that the VehCAP framework incorporates early-stage compliance checks within the import value chain, ensuring that all vehicles and automotive components adhere to prescribed standards before they are shipped to Nigeria.

He further highlighted that this initiative is in direct alignment with the broader economic reform agenda championed by President Bola Ahmed Tinubu. Dr. Okeke pointed out that the persistent influx of substandard products not only poses technical risks but also severely impacts road safety, undermines consumer protection, and erodes public confidence in the automotive sector. VehCAP is designed to address these multifaceted concerns by implementing a more structured regulatory methodology that enhances transparency and minimizes dependence on enforcement actions after vehicles have already entered the country.

Strategic Intervention to Close Gaps in Automotive Sector

In his welcome address, the Director-General of NADDC, Joseph Osanipin, described VehCAP as a strategic intervention aimed at closing longstanding regulatory gaps within Nigeria’s automotive industry. He observed that a significant number of imported vehicles, especially used ones, frequently enter the country without undergoing proper verification of their safety conditions, emissions compliance, or operational history. This lack of scrutiny has been a contributing factor to increased road accidents and environmental hazards.

Mr. Osanipin explained that VehCAP introduces mandatory pre-shipment inspection and certification processes, effectively shifting the regulatory system from post-arrival checks to pre-entry verification. This proactive measure is expected to prevent substandard vehicles from entering Nigeria altogether, thereby reducing associated economic costs and enhancing overall safety. Additionally, he noted that the programme will improve regulatory efficiency, foster fair competition among industry players, and support the development of a globally competitive automotive sector in Nigeria.

Collaboration and Implementation Strategies

Both SON and NADDC underscored that the successful execution of VehCAP will hinge on robust collaboration among various Ministries, Departments, and Agencies (MDAs), particularly those involved in trade facilitation, enforcement, and market surveillance. They urged all relevant stakeholders to align their operational processes to ensure the effective and seamless implementation of the programme.

The workshop also served as a crucial platform for stakeholders to clarify their respective roles, strengthen inter-agency cooperation, and discuss detailed strategies for the programme’s rollout. Participants expressed strong confidence that VehCAP will lead to significant improvements in vehicle safety standards, provide enhanced protection for consumers, and reinforce Nigeria’s commitment to quality assurance and sustainable economic development.
