Lagos State Government Takes Firm Action to Prevent Building Collapses
In a decisive move to protect lives and property, the Lagos State government has initiated a rigorous zero-tolerance policy targeting illegal construction activities. This policy aims to address the alarming issue of building collapses, which have recently plagued the state, including a tragic incident involving a four-storey building in Ogba that housed a school and residents.
Three-Day Retreat Focuses on Implementation
The Lagos State Materials Testing Laboratory (LSMTL) organized a three-day retreat for its management staff, themed 'Implementing and Sustaining Zero Tolerance Policy on Building Collapse in Lagos State'. This event brought together key stakeholders, such as the Lagos State Building Control Agency (LASBCA), to discuss collective responsibilities in mitigating factors that lead to structural failures.
Olayinka Abdul, the General Manager of LSMTL, emphasized that the theme is not merely a slogan but a critical mandate. "The rapid expansion Lagos is experiencing brings risks of cutting corners and ignoring standards, endangering lives," she stated. Abdul highlighted recent devastating collapses, noting that families have been shattered, investments lost, and the integrity of the construction profession questioned.
She explained that the zero-tolerance policy represents a bold stance against such negligence. "Policies are only as strong as the institutions that implement them. This retreat shifts us from policy rhetoric to operational reality, ensuring every material is tested to the highest international standards," Abdul added. Compliance, she stressed, should be viewed as a pathway rather than a bottleneck in Nigeria's construction industry.
Transformation and Milestones of LSMTL
Under Governor Babajide Sanwo-Olu's administration, LSMTL is undergoing a historic transformation from a reactive agency to a proactive, world-class regulatory body. It is now ISO 17025-2019 certified and accredited for best laboratory practices. Since June 2024, the agency has achieved several milestones:
- Infrastructure Expansion: Advanced construction of new offices and a state-of-the-art laboratory at the main headquarters, expected to be completed by the end of 2026. This will increase throughput, reduce turnaround times for test results, and provide a conducive work environment.
- Decentralized Accessibility: Establishment of new sample collection centers across Lagos State to enhance ease of doing business and ensure mandatory tests are not skipped due to distance.
- Technological Advancement: Procurement of advanced equipment to eliminate human errors and increase precision in testing processes.
Government Support and Call for Strict Compliance
The Head of Service, Olabode Agoro, represented by Mr. Fashola Abdulrafiu Omowole, Permanent Secretary of the Lagos State Independent Electoral Commission, commended LSMTL's leadership. He described the forum's theme as apt and critical, directly impacting the safety of Lagos residents.
Agoro acknowledged LSMTL's role in ensuring construction projects comply with safety standards but stressed that more work is needed. "Introducing a zero-tolerance policy demands consistent enforcement, strict adherence to standards, and a culture of professionalism. It is a solemn pledge to the resilient people of Lagos who trust us to keep them safe," he stated.
This initiative underscores the government's commitment to preventing future tragedies and fostering a safer built environment in Lagos State.
