Lagos State Government Emphasizes Mandatory Approval for Solar Panel Installations in State-Owned Estates
The Lagos State Government has reaffirmed its strict requirement that all allottees of its housing estates must seek and obtain formal approval from the Ministry of Housing before undertaking any external alterations or installing solar panels on allocated buildings and flats. This directive was clarified by Abdulhafis Toriola, the Permanent Secretary of the ministry, in response to a recent social media post by a resident who expressed concerns over the ministry's monitoring and compliance team's demand for solar panel installation approval during a routine operation at the Lagos State Millennium Housing Estate in Ibeshe.
Clarification on Approval Process and Safety Measures
Toriola explained that the approval requirement is explicitly outlined in the letter of allocation and allottees' guide provided to beneficiaries at the point of purchase. He emphasized that this measure is crucial to safeguard shared assets, such as rooftops, walls, and water installation facilities, and to prevent fire incidents associated with unprofessionally installed solar systems. According to him, the ministry was compelled to develop specific guidelines after solar panel installations began to create more problems than benefits for both users and non-users within government estates.
In recent times, the ministry has had to intervene in fixing leaking rooftops and addressing incessant fire outbreaks caused by improper solar panel installations by some residents. Toriola highlighted that government estates are social housing interventions designed with connected shared assets and facilities, with blocks of flats housing between two and thirty-two families. To minimize risks that could affect the entire building structure, the ministry established regulations that stipulate guidelines for installation, the quality of materials such as cables and panel configuration, and the technical expertise of installation personnel.
Purpose of the Guidelines and Future Implications
The guidelines were designed to protect other flat owners, insulate the entire building with insurance against damages, and apportion appropriate roof space to all flat owners to prevent disputes when multiple occupants in a block seek to install solar panels on the same roof. This proactive approach aims to ensure that all modifications are conducted safely and in compliance with established standards, thereby enhancing the overall living conditions and security within these estates. The Lagos State Government continues to prioritize the well-being of its residents through such regulatory measures, reinforcing its commitment to sustainable and safe housing solutions.
