The Veterinary Council of Nigeria (VCN) has launched a three-day training programme on public procurement processes and procedures for its management staff. The initiative aims to strengthen institutional capacity and ensure compliance with procurement regulations.
Training Objectives and Opening Remarks
Speaking at the opening of the training yesterday, the Acting Registrar of the Council, Dr. Fadipe Oladotun, said the programme, themed “Understanding the Public Procurement Process and Procedure,” was designed to equip management staff with the knowledge and skills required for effective service delivery. He noted that the Council remains committed to staff development despite not being captured in the Federal budget for the past two years. Dr. Oladotun stressed that investment in human capital remains a priority for the Council and urged participants to make the most of the training by applying the knowledge acquired to enhance transparency, accountability and adherence to global best practices in procurement management.
BPP Representative Highlights Compliance
Also speaking, the Head of Research, Training and Strategic Planning at the Bureau of Public Procurement (BPP), Engr. Ojougboh Nelson, highlighted the responsibility of Chief Accounting Officers to possess a sound understanding of the Public Procurement Act and ensure strict compliance within their organisations. Nelson explained that the Bureau of Public Procurement is mandated to regulate, monitor and oversee procurement activities in public institutions to guarantee value for money, transparency, fairness and accountability in the management of public resources. He delivered presentations on procurement capacity building, relationships between procurement units and internal stakeholders, procurement implementation processes, as well as complaint and administrative review procedures provided under the Public Procurement Act.
Expected Outcomes of the Training
According to a press release signed by Medina Gertrude, Head of Information and Public Relations of VCN, the three-day procurement clinic is expected to improve the competence of management staff, strengthen institutional compliance with procurement regulations and enhance the overall efficiency of procurement activities within the Veterinary Council of Nigeria.
