The Nigerian Civil Aviation Authority (NCAA) has suspended services to 11 domestic airlines due to outstanding regulatory debts. The affected carriers include Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NG Eagle, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air, and ValueJet.
The directive, issued in an internal memo dated May 22, 2026, instructs all NCAA directorates and regional offices to withhold services from these airlines until they obtain financial clearance from the Directorate of Finance and Accounts. The memo, signed by Olufemi Odukoya, Director of Finance and Accounts, emphasizes strict compliance across all operational departments.
Debt Details and Impact
Domestic airlines collectively owe the NCAA more than N10 billion, with some estimates placing total liabilities between N19 billion and an additional $7.8 million in unremitted funds. The debts primarily stem from the 5% Ticket Sales Charge (TSC) and Cargo Sales Charge (CSC), which airlines collect from passengers on behalf of regulatory agencies but are required to remit to the government.
The NCAA relies heavily on these statutory charges to fund core regulatory functions, including safety inspections, oversight activities, personnel obligations, and operational administration.
New Airline Enters Market
Amid the crackdown, a new player, Binani Air, has officially opened ticket sales ahead of its inaugural flight operations scheduled for May 10, 2026. The airline describes this as a major step toward strengthening Nigeria's aviation sector and creating fresh employment opportunities.
Federal Government Introduces Fly Now, Pay Later Scheme
Separately, the Federal Government has launched a consumer credit initiative called "Fly Now, Pay Later" to make domestic flights more affordable. The Nigerian Consumer Credit Corporation announced the program on March 17, 2026, enabling qualified individuals to book local flights immediately and spread payments over a set period through structured financing.
