NISO Unveils New Directives to Enhance Grid Stability

The Nigerian Independent System Operator (NISO) has introduced new directives aimed at Distribution Companies (Discos), Generation Companies (GenCos), Eligible Consumers, and Large Customers under the Discos to combat energy theft and ensure a stable electricity supply across Nigeria.

Stakeholder Meeting in Lagos

Following a crucial meeting in Lagos with stakeholders from Discos, GenCos, Eligible Customers, and Large DisCo Customers on the Ikorodu-Sagamu 132kV DC lines, NISO's Managing Director, Engr. Abdu Mohammed Bello, stressed the need for collective responsibility in addressing energy theft. The new directives include stricter penalties for fraudulent electricity consumption.

High Transmission Loss Factor

Bello revealed that NISO discovered a high Transmission Loss Factor along the Ikorodu-Sagamu transmission line corridor due to electricity theft. Some large customers involved are directly connected to Ikeja Electricity Distribution Company and Ibadan Distribution Company. The theft amounts to nearly 180 Mega Watts (MW), equivalent to the daily allocation of Jos Electricity Distribution Company.

Key Directives Issued

NISO directed operators to ensure minimum off-take compliance for eligible customers and proper metering classification per the eligible customer regulations and metering code. For Eligible Customers, immediate recalibration of metering instruments, current transformers, and voltage transformers must be done by the Transmission Company of Nigeria (TCN).

Mandatory installation of check meters and dedicated current and voltage transformers was also ordered. Full compliance with metering code requirements, including accuracy class, tamper-proof configurations, proper installation at defined interface points, and compatibility with real-time monitoring systems, is required.

Joint Task Force and Sanctions

NISO will form a joint task force with TCN, Discos, and enforcement agencies for comprehensive corridor-wide monitoring and enforcement. Market-based sanctions and commercial remedies will be enforced, including energy reconstruction and back billing for identified infractions. Persistent offenders face disconnection from the grid or suspension from the market, along with further regulatory sanctions.

Commitment to Improvement

Bello assured consumers that the power sector is improving with new technologies and measures, such as the SCADA EMS project, which will enhance grid management and control, reducing disturbances and outages.
