Two years after President Bola Tinubu signed the new national minimum wage of N70,000 into law on July 18, 2024, the implementation across Nigeria remains uneven. While some states have significantly exceeded the federal benchmark, others still adhere to the base amount, and a few are yet to fully implement the wage increase.
States Paying Above N100,000
Imo State leads the nation with a minimum wage of N104,000, following a review announced in October 2025. The state government also adjusted salaries for other worker categories, including higher pay for doctors and lecturers.
States Paying N90,000 Range
Ebonyi State pays N90,000, after an upward revision implemented in August 2025, raising its earlier N70,000 structure.
States Paying N80,000 to N89,999
Several states fall within this bracket. Lagos and Rivers states both pay N85,000, with approvals in October and November 2024 respectively. Niger, Enugu, Akwa Ibom, and Bayelsa states pay N80,000, though Bayelsa's implementation is phased due to outstanding adjustments. Oyo State also pays N80,000 and introduced additional monthly support allowances in 2026.
States Paying N75,000 to N79,999
Ogun State pays N77,000, while Edo State moved to N75,000 after an upward review. Kebbi and Benue states also fall within this range, with Kebbi paying N75,000 and Benue approving a similar structure for certain workers. Osun State pays approximately N75,554.28 according to its updated structure.
States Paying N70,000 to N74,999
Ondo State pays N73,000, Kaduna N72,000, and Kogi N72,500. Gombe State recently ordered full implementation of N71,451.15 effective May 2026. Kano pays N71,000, while Nasarawa pays N70,500. Several states including Delta, Kwara, Adamawa, Anambra, Abia, Borno, Yobe, Ekiti, Sokoto, Plateau, Taraba, and Bauchi remain at the federal benchmark of N70,000, though some have only recently completed full rollout.
Below or Incomplete Implementation
Zamfara State is still in the process of fully implementing the N70,000 minimum wage. The state government has linked delays to worker verification and clearance of salary arrears.
Gombe Approves N70,000 Minimum Wage Implementation
Gombe State Governor Muhammadu Inuwa Yahaya approved full implementation of the N70,000 national minimum wage for local government workers across all councils. The Head of Civil Service confirmed that outstanding arrears had been cleared, covering workers in local councils, education authorities, and primary healthcare, with the new wage structure effective from May 2026.
