The Nigerian Electricity Regulatory Commission (NERC) has issued a decisive order requiring all electricity distribution companies (DisCos) to refund a substantial N20.33 billion owed to customers who paid for meters under the Meter Asset Provider (MAP) scheme. This directive represents a significant regulatory intervention aimed at addressing long-standing consumer complaints regarding meter cost reimbursements.

Strict 12-Month Repayment Deadline Established

According to the official Order No: NERC/2026/025, the commission has established a firm 12-month repayment window beginning March 1, 2026. The order, formally signed on February 27, 2026, by NERC Chairman Musiliu Oseni and Commissioner for Legal, Licensing and Compliance Dafe Akpeneye, amends previous directives from 2023 concerning meter cost reimbursements. This amendment specifically addresses what the commission identified as unacceptably slow progress in refunding customers for meters they purchased directly.

The regulatory body disclosed that as of December 31, 2025, DisCos had accumulated an outstanding debt of N20.33 billion to customers who procured meters under the MAP framework. Under this scheme, electricity consumers who purchase meters directly are entitled to receive refunds through energy credits from their respective distribution companies.

Automated Reimbursement System and Debt Separation

NERC has implemented several critical measures to ensure compliance and prevent further delays. All meter reimbursements must now be automated, with DisCos required to credit the total cost of a MAP meter to a customer's account immediately upon activation. These credits will then be disbursed as monthly energy credits over the approved 120-month amortization period.

The commission has made a crucial distinction regarding how these refunds must be handled: reimbursement credits cannot be used to offset any existing customer debts. Instead, they must be treated as separate transactions, ensuring customers receive the full benefit of their meter cost refunds without deductions for previous electricity bills.

Specific Implementation Requirements for Customers

The order establishes different procedures for prepaid and postpaid customers:

  • For prepaid customers, DisCos must generate monthly tokens reflecting the reimbursement value no later than the fourth day of each month
  • For postpaid customers, the refund must appear as a distinct credit line on their monthly electricity bills
  • To accelerate clearance of the N20.33 billion backlog, prepaid customers will receive two tokens monthly during the 12-month recovery period
  • Postpaid customers will see two separate reimbursement entries on their bills during this accelerated repayment phase

Enhanced Monitoring and Complaint Mechanisms

NERC has instituted robust monitoring requirements to ensure compliance. All DisCos must submit monthly reports detailing the total value of reimbursements made through energy credits. Additionally, each distribution company must create a dedicated email address specifically for customer complaints regarding unreceived refunds, with updates on these complaints included in the monthly reports submitted to the regulator.

The commission explained that these comprehensive measures aim to prevent recurring delays, improve transparency in customer notifications, and strengthen overall confidence in Nigeria's power sector. This regulatory action follows the federal government's recent disclosure that only approximately 200,000 smart electricity meters under the $500 million World Bank-backed Distribution Sector Recovery Programme (DISREP) had been distributed to Nigerians, despite the delivery of hundreds of thousands of meters into the country.
