Stakeholders Advocate for Strategic Partnerships to Enhance PIA Implementation in Oil Communities

Stakeholders are calling for strategic partnerships between host communities, oil and gas companies, regulators, and the government as essential for the effective execution of the Petroleum Industry Act (PIA) provisions. This appeal was made during a Stakeholders Forum organized by the KEFFESSO Host Community Development Trust at the NCDMB Conference Centre in Yenagoa, where participants engaged in a one-day interactive session focused on collaboration.

Forum Highlights Collaboration for Community Development

The forum, themed 'Strengthening Visionary Leadership, Accountability, and Inclusive Growth in Host Communities,' brought together key players to discuss ways to foster synergy. The KEFFESSO Host Community Development Trust, comprising 11 host communities in Southern Ijaw and Brass Local Government Areas of Bayelsa State, was established under the PIA 2021. It manages the proceeds from 3% of the annual operating expenditure of the oil company operating in the area, aimed at developing these communities.

Challenges and Opportunities Under the PIA

In his address, King Moses Theophilus, Chairman of the KEFFESSO HCDT Board of Trustees, highlighted the trust's successes but emphasized the need for stakeholders to unite in achieving community development goals. He acknowledged the PIA as a transformative framework but pointed out ongoing challenges, such as limited local community participation in contracting, employment opportunities, and capacity building.

"The PIA must be seen not as a complete solution, but as a foundation for building through intentional actions and sustained commitment," Theophilus stated. He stressed that collaboration is essential to address gaps and drive inclusive growth, calling for stronger partnerships, shared learning, and collective problem-solving to improve efficiency and maximize impact.

Industry and Regulatory Support for Partnerships

Mr. Ademola Adeyemi-Bero, Managing Director and CEO of First Exploration and Production, represented by Head of Social Performance Ayebatonye Basuo, emphasized the importance of partnership with KEFFESSO HCDT. He noted that this collaboration has led to intervention programs, including medical outreach and educational schemes, benefiting community members and fostering peace and social stability.

"First E&P's relationship with KEFFESO HCDT is anchored on partnership, rooted in a deep sense of responsibility to the people and places that make our work possible," Adeyemi-Bero said. The company's social investments focus on health, education, and enterprise development to create a sustainable future for host communities.

Engineer Felix Omatsola-Ogbe, Executive Secretary of the Nigeria Content Development and Monitoring Board, represented by Director of Corporate Services Dr. Abdulmalik Halilu, pledged continued support to HCDTs and host communities in PIA implementation. He commended NNPC and First E&P for their structured partnership with KEFFESO HCDT, aligning with the PIA's spirit to turn development promises into measurable processes.

Inclusive Participation and Future Steps

The forum also featured goodwill messages from Bayelsa State Governor Douye Diri, delivered by Commissioner for Mineral Resources Peter Afagha, and keynote addresses from regulatory authorities. Participants emphasized the need for community leaders to maintain clear vision, include youth and women as decision-makers, and ensure industry partners engage with respect and transparency.

The event included workshops for HCDT Chairmen, Secretaries, women, youths, and community representatives, along with a plenary session to discuss practical solutions. Stakeholders reiterated that through strengthened partnerships and a culture of accountability, a resilient framework can be built to deliver projects and promote long-term sustainability in host communities.
