The Lagos State Government has launched a fresh opportunity for property owners to legalise their buildings without facing the usual financial penalties. This marks the third time the administration of Governor Babajide Sanwo-Olu has reintroduced the popular Planning Permit Amnesty Programme.

Amnesty Window and Key Details

State Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, officially announced the programme in Alausa on Tuesday, November 8, 2025. He revealed that the amnesty window will be open from November 1 to December 31, 2025. This initiative is a direct response to numerous appeals from residents who missed previous regularization opportunities.

Commissioner Olumide stressed that this programme provides a crucial pathway for owners of existing but unapproved structures to get their documents in order. The primary benefit is the waiver of statutory penalties normally imposed for constructing without a proper planning permit.

Required Documents and Approval Process

To successfully apply for the amnesty, property owners must gather and submit a specific set of documents. The Commissioner provided a clear list of requirements for processing the Planning Permit.

The mandatory documents include:

  • Title Document or Proof of Ownership
  • Survey Plan
  • As-Built Architectural Drawings
  • Structural, Electrical, and Mechanical Drawings (where applicable)
  • Non-Destructive Integrity Test Report
  • Letter of Structural Stability and Indemnity
  • Land Use Planning Analysis Report (LUPAR)
  • Evidence of Tax Compliance

Olumide made it clear that all applications will be assessed based on existing Town Planning Regulations. He emphasized that only buildings meeting minimum acceptable standards will be approved under this amnesty programme.

How to Apply and Additional Benefits

Interested property owners and developers have multiple options for submitting their applications. They can visit any of the Lagos State Physical Planning Permit Authority (LASPPPA) district offices located across the 57 Local Government Areas and Local Council Development Areas.

Alternatively, applicants can use the digital option by submitting through the Electronic Planning Permit (EPP) Office at the LASPPPA Headquarters on Oba Akinjobi Way in GRA, Ikeja.

Beyond avoiding immediate penalties, the Commissioner highlighted that regularizing buildings through this amnesty helps owners prevent future legal complications, enforcement actions, and potential demolition orders. This provides long-term security and peace of mind for property investments.

In related news, the Permanent Secretary of the Lagos State Ministry of Tourism, Arts and Culture, Mrs. Adebobo Oyekan-Ismaila, has reaffirmed that Lagos remains a safe and investment-friendly destination. Speaking on behalf of Commissioner Mrs. Toke Benson-Awoyinka during a meeting with Eko Club Atlanta on November 6, 2025, she highlighted the state's peace and stability as key factors attracting both local and international investors.

Mrs. Oyekan-Ismaila described Lagos as the safest state in Nigeria, with a peaceful environment that continues to draw tourists and business partners from around the globe.
