This clarification comes directly in response to the implementation of Presidential Proclamation 10998, which imposes restrictions and limits on the entry of certain foreign nationals into the United States. The proclamation is designed to enhance security protocols and adjust immigration policies.

Under this new proclamation, the U.S. government has partially suspended the issuance of several visa categories to Nigerian nationals. The suspension specifically affects:
- Nonimmigrant B-1/B-2 visitor visas
